Project Safe Neighborhoods
Project Safe Neighborhoods (PSN) is a national initiative by the United States Department of Justice with the help of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to reduce gun violence in the United States. The project's aim is to improve neighborhood safety and decrease gun violence in American communities. Project Safe Neighborhoods was established in 2001 through support from President George W. Bush. The program expands upon strategies used in Boston's Operation Ceasefire, and in Richmond, Virginia's Project Exile. PSN initiatives typically involve United States Attorneys working with local law enforcement to implement programs such as Gang Crime Investigation and Suppression, Prevention and Education, Gang Resistance Education and Training (G.R.E.A.T.), and Data Sharing and Gathering. The Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE), commonly referred to as the ATF, is a domestic law enforcement agency within the United States Department of Justice. Its responsibilities include the investigation and prevention of federal offenses involving the unlawful use, manufacture, and possession of firearms and explosives; acts of arson and bombings; and illegal trafficking and tax evasion of alcohol and tobacco products. The ATF also regulates via licensing the sale, possession, and transportation of firearms, ammunition, and explosives in interstate commerce. Many of the ATF's activities are carried out in conjunction with task forces made up of state and local law enforcement officers, such as Project Safe Neighborhoods. Gun Violence In The United States
Gun violence in the United States results in tens of thousands of deaths and injuries annually, and was the leading cause of death for children 19 and younger in 2020. In 2018, the most recent year for which data are available as of 2021, the Centers for Disease Control and Prevention's (CDC) National Center for Health Statistics reports 38,390 deaths by firearm, of which 24,432 were by suicide. The rate of firearm deaths per 100,000 people rose from 10.3 per 100,000 in 1999 to 12 per 100,000 in 2017, with 109 people dying per day or about 14,542 homicides in total, being 11.9 per 100,000 in 2018. Operation Ceasefire
Operation Ceasefire (also known as the Boston Gun Project and the Boston Miracle) is a problem-oriented policing initiative implemented in 1996 in Boston, Massachusetts. The program was specifically aimed at youth gun violence as a large-scale problem. The plan is based on the work of criminologist David M. Kennedy. Boston Through the late 1980s and early 1990s, Boston, like many cities in the United States, experienced an epidemic of youth gun homicides. Violence was particularly concentrated in poor inner city neighborhoods including Roxbury, Dorchester, and Mattapan. Youth homicide (ages 24 and under) in Boston increased 230% - from 22 victims in 1987 to 73 in 1990. Between 1991 and 1995, Boston averaged about 44 youth homicides a year. Project Exile
Project Exile is a federal program started in Richmond, Virginia, in 1997. Project Exile shifted the prosecution of illegal technical gun possession offenses to federal court, where they carried a mandatory minimum sentence of five years in federal prison under the federal Gun Control Act of 1968, rather than in state court. Note that federal law ( 18 U.S. Code ยง 922(g) & 924) provides for a penalty of ten years in federal prison for being a "prohibited person", i.e., a convicted felon in possession of a firearm, as well as for falsifying information in order to obtain one, or furnishing a gun to a convicted felon. The program has since been copied by several other cities, sometimes under other names. Gang Resistance Education And Training, abbreviated G.R.E.A.T., provides a school-based, police officer instructed program that includes classroom instruction and various learning activities. Their intention is to teach the students to avoid gangs as well as drugs and alcohol. The program was originally administered by the Bureau of Alcohol, Tobacco and Firearms of the US Department of the Treasury, however, when the ATF was transferred to the United States Department of Justice, it became administered by the Office of Justice Programs of the Bureau of Justice Assistance.
