Progressive People's Party (Germany)
The Progressive People's Party (german: Fortschrittliche Volkspartei, FVP) was a social liberal party of the late German Empire. History It was formed on 6 March 1910 as a merger of Free-minded People's Party, Free-minded Union and German People's Party in order to unify various fragmented liberal groups represented in parliament. Already during the 1907 federal election, the two Free-minded parties had joined forces supporting Chancellor Bernhard von Bülow, who had promised to implement structural reforms. This disputed ''Bülow-Block'' led to the split-off of the left-wing Democratic Union (DV) under Rudolf Breitscheid and Theodor Barth. Nevertheless, after Bülow's resignation in 1909 the major social liberal parties were able to join in an effective union. Otto Fischbeck
Otto Fischbeck (28 August 1865 – 23 May 1939) was a German liberal politician, member of the Prussian and German parliament and Prussian Minister of trade and commerce from 1918 to 1921. Fischbeck was born in Güntershagen, Province of Pomerania, Kingdom of Prussia (Lubieszewo, Poland), he studied economics and administrative sciences at the Universities of Berlin and Greifswald. From 1890 to 1895 he worked as a counsel at the chamber of commerce in Bielefeld and from 1895 to 1901 at the Employers Liability Insurance Association for paper processing industries in Berlin. From 1893 to 1895 he served as a town councillor in Bielefeld, and in 1900 Fischbeck became town councillor in Berlin. Bernhard Heinrich Karl Martin, Prince of Bülow (german: Bernhard Heinrich Karl Martin Fürst von Bülow ; 3 May 1849 – 28 October 1929) was a German statesman who served as the foreign minister for three years and then as the chancellor of the German Empire from 1900 to 1909. Prussian Three-class Franchise
The Prussian three-class franchise (German: ''Preußisches Dreiklassenwahlrecht'') was an indirect electoral system used from 1848 until 1918 in the Kingdom of Prussia and for shorter periods in other German states. He was a member of the Reichstag between 1881 and 1884, between 1885 and 1898, and between 1901 and 1903. Career Barth started his political career with the National Liberal Party. He soon rejected the Manchesterism of the old liberals, though, and claimed that liberalism needed a social programme.
