Presidential Waiver
An executive waiver is an administrative tool used by presidents of the United States, and other of its Federal executives, permitting the selective enforcement of some laws. The right of the president to delay implementation of certain provisions is normally written into a law, to provide flexibility that Congress cannot offer. Such waivers enhance presidential control of domestic policy. Waivers are sometimes used in grant programs to allow experimentation and flexibility. Waiver
A waiver is the voluntary relinquishment or surrender of some known right or privilege. Regulatory agencies of state departments or the federal government may issue waivers to exempt companies from certain regulations. For example, a United States law restricted the size of banks, but when banks exceeded these sizes, they obtained waivers. In another example, the United States federal government may issue waivers to individual states so that they may provide Medicaid in different ways than the law typically requires. While a waiver is often in writing, sometimes a person's words can also be used as a counteract to a waiver. An example of a written waiver is a disclaimer, which becomes a waiver when accepted. When the right to hold a person liable through a lawsuit is waived, the waiver may be called an exculpatory clause, liability waiver, legal release, or hold harmless clause. A grant is a funding, fund given by an end entity grant – often a Government, public body, charitable foundation, or a specialised grant-making institution – to an individual or another entity (usually, a non-profit organisation, sometimes a business or a local government body) for a specific purpose linked to public benefit. Foreign Assistance Act
The Foreign Assistance Act (, et seq.) is a United States law governing foreign aid policy. It outlined the political and ideological principles of U.S. foreign aid, significantly overhauled and reorganized the structure U.S. foreign assistance programs, legally distinguished military from nonmilitary aid, and created a new agency, the United States Agency for International Development (USAID) to administer nonmilitary economic assistance programs. Aid To Families With Dependent Children
Aid to Families with Dependent Children (AFDC) was a federal assistance program in the United States in effect from 1935 to 1997, created by the Social Security Act (SSA) and administered by the United States Department of Health and Human Services that provided financial assistance to children whose families had low or no income. The program grew from a minor part of the social security system to a significant system of welfare administered by the states with federal funding. However, it was criticized for offering incentives for women to have children, and for providing disincentives for women to join the workforce. In July 1997, AFDC was replaced by the more restrictive Temporary Assistance for Needy Families (TANF) program.
