The Arkansas State Senate is the upper branch of the Arkansas General Assembly. The Senate consists of 35 members, each representing a district with about 83,000 people. Service in the state legislature is part-time, and many state senators have full-time jobs during the rest of the year. Hardin Kimbrough "Kemp" Toney (March 2, 1876 – March 9, 1955) was a Democratic Party of Arkansas, Democratic politician from Jefferson County, Arkansas. He represented the county in the Arkansas Senate from 1905 to 1913, and the Arkansas House of Representatives from 1931 to 1949.
