The Most Excellent
The Most Excellent (Spanish language, Spanish: ''Excelentísimo Señor'' (male) or ''Excelentísima Señora'' (female), literally "Most Excellent Sir/Madam") is an honorific prefix that is traditionally applied to certain people in Spain and certain Spanish-speaking countries. Following Spanish tradition, it is an ''ex officio'' style (the holder has it as long as they remain in office, in the most important positions of state) and is used in written documents and very formal occasions. The prefix is similar (but not equal) to that of "Excellency, His/Her Excellency", but in the 19th century "The Most Excellent" began to replace the former. The use of the prefix Excellency was re-introduced in Francoist Spain by ''Generalísimo'' Francisco Franco himself, who was formally styled as ''Military career and honours of Francisco Franco, Su Excelencia el Jefe del Estado'' ("His Excellency The Head of State"), while his ministers and senior government officials continued using the prefix ...

Captain General
Captain general (and its literal equivalent in several languages) is a high military rank of general officer grade, and a gubernatorial title. History The term "Captain General" started to appear in the 14th century, with the meaning of Commander in Chief of an army (or fleet) in the field, probably the first usage of the term General in military settings. A popular term in the 16th and 17th centuries, but with various meanings depending on the country, it became less and less used in the 18th century, usually replaced with, simply, General or Field Marshal; and after the end of the Napoleonic Wars it had all but disappeared in most European countries, except Spain and former colonies. See also ''Feldhauptmann'' ("field captain"). Other ranks of general officer, as distinct from field officer, had the suffix "general"; e.g. major general, lieutenant general, brigadier general, colonel general. Republic of Venice In the Republic of Venice, it meant the commander in chief in war ...

Two-round System
The two-round system (TRS), also known as runoff voting, second ballot, or ballotage, is a voting method used to elect a single candidate, where voters cast a single vote for their preferred candidate. It generally ensures a majoritarian result, not a simple plurality result as under First past the post. Under the two-round election system, the election process usually proceeds to a second round only if in the first round no candidate received a simple majority (more than 50%) of votes cast, or some other lower prescribed percentage. Under the two-round system, usually only the two candidates who received the most votes in the first round, or only those candidates who received above a prescribed proportion of the votes, are candidates in the second round. Other candidates are excluded from the second round. The two-round system is widely used in the election of legislative bodies and directly elected presidents, as well as in other contexts, such as in the election of politica ...

Bolivian Declaration Of Independence
Bolivia's independence was definitively proclaimed on 6 August 1825 at a congress held in Chuquisaca. Battle of Junín While the Gran Colombian troops disembarked in the port of Callao under the command of General Antonio José de Sucre, General Andrés de Santa Cruz—who until a short time before had been fighting in the ranks of the ''realistas'' (Spanish loyalists)—arrived to share the libertarian ideas of José de San Martín and was sent to augment Sucre's troops, beginning their march toward Upper Peru. In August 1823, they entered the city of La Paz and, forced to wage battle, Santa Cruz emerged victorious from the Battle of Zepita on 25 August 1823 against one of General Valdez's divisions. Between the years of 1822 and 1823, the situation in Peru had turned chaotic: the armies had been defeated by the ''realistas'' and politics had plunged into anarchy. It was with these lamentable conditions that Simón Bolívar was confronted when on 1 September 1823 he arriv ...
