Powell F. Carter, Jr.
Powell Frederick Carter Jr. (June 3, 1931 – June 28, 2017) was a United States Navy four star admiral who served as Director of the Joint Staff 1985–1987, United States Military Representative, NATO Military Committee (USMILREP) from 1987 to 1988; and as Commander in Chief, United States Atlantic Fleet (CINCLANTFLT) from 1988 to 1991. He died at the age of 86 in 2017. The United States Naval Academy (USNA) is an undergraduate college in Annapolis, Maryland with the mission of educating and commissioning officers for the United States Navy and Marine Corps. The director of the Joint Staff (DJS) is a three-star officer who assists the Joint Chiefs of Staff, a cabinet of senior military officers within the United States Armed Forces who advise the secretary of defense and the president on military matters. Harpers Ferry is a historic town in Jefferson County, West Virginia. It is located in the lower Shenandoah Valley. The population was 285 at the 2020 census. Situated at the confluence of the Potomac and Shenandoah rivers, where the U.S. states of Maryland, Virginia, and West Virginia meet, it is the easternmost town in West Virginia. During the American Civil War, it was the northernmost point of Confederate-controlled territory. An 1890 history book on the town called it "the best strategic point in the whole South."
