Postal Services Commission
The Postal Services Commission, known as Postcomm, was a non-ministerial department of the Government of the United Kingdom charged with overseeing the quality and universal service of post in the United Kingdom. It was established in 2000 under the Postal Services Act 2000. Postcomm was merged into the communications regulator Ofcom on 1 October 2011. Most of Postcomm's role involved regulating Royal Mail (for letter delivery and to guarantee a universal postal service) and its two subsidiaries, Post Office Ltd and Parcelforce. Postcomm was also charged with the licensing of the UK's postal operators. It was set up alongside a 'sister' organisation, Postwatch, an independent watchdog for postal services. The New National Consumer Council, operating as Consumer Futures, was a non-departmental public body and statutory consumer organisation in England, Wales, Scotland, and, for postal services, Northern Ireland. It was established by the Consumers, Estate Agents and Redress Act 2007, and began operations in 2008 by the merging of Postwatch, Energywatch and the Welsh, Scottish and National Consumer Councils under the Consumer Focus brand. Following the UK Government's 2010 Spending Review, funding from the Department for Business, Innovation and Skills (BIS) for Consumer Focus was redirected to the Citizens Advice Bureau service, and in May 2013 Consumer Focus was renamed Consumer Futures. Postal System Of The United Kingdom
Postal services in the United Kingdom are provided predominantly by the Royal Mail (and Post Office Limited which oversees post offices). Since 2006, the market has been fully opened to competition which has had greater success in business-to-business delivery than in ordinary letter delivery. The industry is regulated by Ofcom and consumer interests are represented by Consumer Focus. Since 1 October 2011, the main piece of legislation is the Postal Services Act 2011, although some parts of the Postal Services Act 2000 are still in force. The 2011 Act enables the government to privatise Royal Mail and to possibly mutualise Post Office Limited. Postal Services Act 2011
The Postal Services Act 2011 is an Act of the Parliament of the United Kingdom. The Act enabled the British Government to sell shares in Royal Mail to private investors and includes the possible mutualisation of the Post Office. The Act allows private buyers to own up to 90% of Royal Mail, with Royal Mail staff being offered at least 10% of the shares of the company. It enabled the Post Office business to be separated from Royal Mail, to allow it to remain in government ownership or to be mutualised. It provided for the government to take over the assets and liabilities of the Royal Mail pension scheme, which had a considerable deficit. It allowed for the transfer of regulatory responsibility from Postcomm to the communications regulator Ofcom. Sir John Vincent Cable (born 9 May 1943) is a British politician who was Leader of the Liberal Democrats from 2017 to 2019.
