Porvorim (pronounced ''Parvari '' ), is the ''De facto'' legislative and executive capital of the state of Goa, India, as both the Goa Legislative Assembly and Secretariat are functioning from the same complex in the region of Alto Porvorim in porvorim.(Alto – Portuguese word meaning high or upper). Soon it will also become the ''De facto'' judicial capital of Goa, when the High Court of Bombay at Goa (Bombay High Court – Panaji Bench) which is currently functioning from Lyceum complex in Panaji, is transferred to the new building complex which is being constructed in Alto – Betim Porvorim region of Porvorim. The construction of the new building is expected to be completed by December 2020. Panaji
Panaji (; also known as Panjim) is the capital of the Indian state of Goa and the headquarters of North Goa district. Previously, it was the territorial capital of the former Portuguese India. It lies on the banks of the Mandovi river estuary in the Tiswadi sub-district ''(tehsil)''. With a population of 114,759 in the metropolitan area, Panaji is Goa's largest urban agglomeration, ahead of Margao and Mormugao. Julio Ribeiro (Indian Police Officer)
Julio Francis Ribeiro (born 5 May 1929, in Bombay) is a retired Indian police officer and civil servant. He held increasingly responsible positions during his career, and led the Punjab Police during part of the Punjab insurgency periods. In 1987, he was awarded the Padma Bhushan, India's third highest civilian award for his services. Career Ribeiro joined the Indian Police Service in 1953 and rose to be the Commissioner of Mumbai Police from 1982 to 1986. He was promoted to Director General of Central Reserve Police Force, then to Director General Police of Gujarat. Ribeiro served as Director General of Punjab Police during its worst years of terrorism in Punjab. Hubert Olympus Mascarenhas, born in Porvorim, Goa, in 1905, died at Mumbai, on 9 February 1973, was a Catholic priest belonging to the Archdiocese of Bombay, indologist of repute, and nationalist. Early life and education Mascarenhas did his early ecclesiastical studies at the Pontifical Seminary in Kandy, Sri Lanka. In Rome, at the University of the Propaganda Fide, he took a licentiate in Canon Law as well as PhD. He was ordained in Rome in 1934, at the age of 29. Returning to Mumbai, he obtained an M.A. in English, an M.A. in Sanskrit, and a PhD in History at the University of Bombay. The Mahadayi/Mandovi River (''Mandovi'', pronounced ), also known as Mahadayi or Mhadei river, is described as the lifeline of the Indian state of Goa.
