Popular Democratic Party Primaries, 2003
The 2003 Popular Democratic Party primaries were the primary elections by which voters of the Popular Democratic Party (PPD) chose its nominees for various political offices of Puerto Rico for the 2004 general elections. They were held on November 9, 2003. Incumbent Resident Commissioner Aníbal Acevedo Vilá faced no opposition for his candidacy, making him the official candidate for the elections. Primary elections, or direct primary are a voting process by which voters can indicate their preference for their party's candidate, or a candidate in general, in an upcoming general election, local election, or by-election. Depending on the country and administrative divisions within the country, voters might consist of the general public in what is called an open primary, or solely the members of a political party in what is called a closed primary. In addition to these, there are other variants on primaries (which are discussed below) that are used by many countries holding elections throughout the world. Puerto Rico Senatorial District IV
Puerto Rico Senatorial District IV, also known as the Senatorial District of Mayagüez-Aguadilla, is one of the eight senatorial districts of Puerto Rico. It is currently represented by Evelyn Vázquez and Luis Daniel Muñiz (both from the New Progressive Party). District profile The Senatorial District IV has an approximate population of 478,194. It covers the following municipalities: * Aguada * Aguadilla * Añasco * Cabo Rojo * Hormigueros * Isabela * Las Marías * Mayagüez * Moca * Rincón * San Germán * San Sebastián In previous distributions, the territory covered by the Senatorial District IV has changed. In 1972 and 1983, the District included the municipalities of Lajas and Maricao. In the 1991 redistribution, both were assigned to the District of Ponce, while Isabela was reassigned to the district. The district hasn't suffered changes in the recent redistributions of 2002 and 2011.

Carlos Vizcarrondo
Carlos Luis Jesús Vizcarrondo Irizarry (born November 9, 1955 in San Juan, Puerto Rico) is a Puerto Rican politician, judge, and former representative. He is affiliated with the Popular Democratic Party (PPD). Vizcarrondo served at the Puerto Rico House of Representatives from 1995 to 2005, and served as Speaker of the House during his last term (2001–2005). Luis Vega Ramos (born June 11, 1970) is a Puerto Rican lawyer and politician. He was a member of the Puerto Rico House of Representatives from 2006 to 2021. Héctor Ferrer
Héctor Jose Ferrer Ríos (March 27, 1970 – November 5, 2018) was a Puerto Rican politician and attorney. He served as a legislator in the House of Representatives of Puerto Rico from 2001 to 2012 for three consecutive terms. Yasmín Mejías Lugo is a Puerto Rican actress, comedian, singer, politician and former Senator. She was a member of the Senate of Puerto Rico from 2001 to 2005.
