Political Violence In Chile
The Chilean government has a long-standing history of using political violence against its own citizens. Violence has been used by the government against its people under three different styles of government: parliamentary, presidential and military rule. While Chile has remained stable in the long run, the country has been subjected to intense periods of state sponsored violence. Parliamentary Era Background The Parliamentary Era of the Chilean government began soon after the Chilean Civil War of 1891, which was fought between Congress, supported by the Chilean Navy and President Balmaceda, supported by the Chilean Army. The war broke out due to President José Manuel Balmaceda’s large amount of borrowing for public works initiatives right before a large economic recession hit. After the recession, fearing that the President would not take appropriate action, the congress censured his cabinet and refused to pass his appropriations bill. As retaliation, the president vowed to ...

Government Of Chile
Chile's government is a representative democratic republic, whereby the President of Chile is both head of state and head of government, and of a formal multi-party system. Executive power is exercised by the president and by their cabinet. Legislative power is vested in both the government and the two chambers of the National Congress. The judiciary is independent of the executive and the legislature of Chile. The Constitution of Chile was approved in a national plebiscite in September 1980, under the military dictatorship of Augusto Pinochet. It entered into force in March 1981. After Pinochet left power in 1990, saying this country was ready to keep going along with a plebiscite, the Constitution was amended to ease provisions for future amendments to the Constitution. In September 2006, President Ricardo Lagos signed into law several constitutional amendments passed by Congress. These include eliminating the positions of appointed senators and senators for life, granting ...

40 Committee
Executive oversight of United States covert operations has been carried out by a series of sub-committees of the National Security Council (NSC). Birth of covert operations in the Cold War At the beginning of the Cold War, it was not inevitable that covert operations would become the dominion of the Central Intelligence Agency (CIA). The National Security Act of 1947 did not explicitly authorize the CIA to conduct covert operations, although Section 102(d)(5) was sufficiently vague to permit abuse. At the very first meetings of the NSC in late 1947, the perceived necessity to "stem the flow of communism" in Western Europe—particularly Italy—by overt and covert "psychological warfare" forced the issue. The actual responsibility for these operations was a hot potato, and when it was decided that the State Department would be in charge, Secretary of State George Marshall sharply opposed it, fearing it would tarnish the international credibility of his department.
