Pine Mountain is an unincorporated community located in eastern Rabun County, Georgia, Rabun County, Georgia (U.S. state), Georgia, United States, at an elevation of 1611 feet. It is one of only two Georgia communities located north of South Carolina (the other is the city of Sky Valley, Georgia, Sky Valley), due to a quirk of geography: the Chattooga River is the primary tributary of the Savannah River and Tugalo River specified in the 1787 Treaty of Beaufort, but runs perpendicular to them. The main highway is Georgia 28, which runs north-northwest to Highlands, North Carolina, and south-southeast to Walhalla, South Carolina (and on to Augusta, Georgia), keeping its number in all three states. There is no access to the rest of the county via state roads, however Warwoman Road is an equally well-maintained road going west to Clayton, Georgia, the county seat. Chattahoochee National Forest

Roscoe Conklin Nicholson (January 22, 1887 – October 22, 1959) was a surveying, surveyor and early advocate of conservation ethic, conservation, who played an important role in preserving forest land in the United States, U.S. state of Georgia (U.S. state), Georgia in the early 20th century. Clayton, Georgia
Clayton is a city in Rabun County, Georgia, United States. Its population was 2,003 at the 2020 census. The county seat of Rabun County, it is in the Blue Ridge Mountains. History The area that eventually became Clayton was called the Dividings because it sat at the intersection of three important Cherokee people trails. Explorer and naturalist William Bartram came through the Dividings in May 1775 while exploring what was later organized as Rabun County. Rabun County () is the north-easternmost county in the U.S. state of Georgia. As of the 2020 census, the population was 16,883, up from 16,276 in 2010. The county seat is Clayton. With an average annual rainfall of over , Rabun County has the title of the rainiest county in Georgia and is one of the rainiest counties east of the Cascades. Treaty Of Beaufort
The Treaty of Beaufort, also called the Beaufort Convention, is the treaty that originally set the all-river boundary between the U.S. states of Georgia and South Carolina. It was named for Beaufort, South Carolina, where it was signed in 1787. It set the boundary to be the thalweg (centerline) of the Savannah River, extending north into the Tugalo River (now spelled Tugaloo), and up to the headwater of its primary tributary. At that time, the area had not been fully surveyed, thus the somewhat ambiguous wording. If that headwater point was south of Georgia's border with North Carolina (nominally latitude 35°N), then South Carolina would claim everything north of a due-west line from that point, and south of 35°N, as far west as the Mississippi River.
