Pharez Phillips
Pharez Phillips (22 November 1855 – 9 August 1914) was an Australian politician. Biography Born in Mount Blackwood, he was educated at Grenville College in Ballarat before becoming a shopkeeper, farmer, and St Arnaud Town Councillor where he was three times president. He was a notable community leader in the Wimmera area. In 1896, he was elected to the Victorian Legislative Council for North Western Province, and was made an Honorary Minister in 1900. He resigned this position in 1901 in order to contest the first federal election, winning the Australian House of Representatives seat of Wimmera for the Protectionist Party The Protectionist Party or Liberal Protectionist Party was an Australian political party, formally organised from 1887 until 1909, with policies centred on protectionism. North Western Province (or North-Western Province) was an electorate of the Victorian Legislative Council (Australia), created in 1856 and was abolished in 2006. Victoria was a British colony in Australia when North-Western Province was created, it became a state of Australia on Federation on 1 January 1901. The 1901 Australian federal election for the inaugural Parliament of Australia was held in Australia on Friday 29 March and Saturday 30 March 1901. The elections followed Federation and the establishment of the Commonwealth of Australia on 1 January 1901. Victorian Legislative Council
The Victorian Legislative Council (VLC) is the upper house of the bicameral Parliament of Victoria, Australia, the lower house being the Legislative Assembly. Both houses sit at Parliament House in Spring Street, Melbourne. The Legislative Council serves as a house of review, in a similar fashion to its federal counterpart, the Australian Senate. Although, it is possible for legislation to be first introduced in the Council, most bills receive their first hearing in the Legislative Assembly. The presiding officer of the chamber is the President of the Legislative Council. Wimmera
The Wimmera is a region of the Australian state of Victoria. The district is located within parts of the Loddon Mallee and the Grampians regions; and covers the dryland farming area south of the range of Mallee scrub, east of the South Australia border and north of the Great Dividing Range. It can also be defined as the land within the social catchment of Horsham, its main settlement. Most of the Wimmera is very flat, with only the Grampians and Mount Arapiles rising above vast plains and the low plateaux that form the Great Divide in this part of Victoria. The Grampians are very rugged and tilted, with many sheer sandstone cliffs on their eastern sides, but gentle slopes on the west. In the context of the Interim Biogeographic Regionalisation for Australia, the Wimmera is a sub-region of located within the Murray Darling Depression bioregion.
