Phantom Social Workers
The term "phantom social workers" (also known as "bogus social workers") arose in the United Kingdom and United States following sporadic reports to police and media about people claiming to be social workers and attempting to abduct children from their parents. Police investigations into these reports failed to find any substantial evidence or locate any suspects. The phenomenon was initially and most frequently reported in the early 1990s. Media coverage In the early 1990s, reports emerged in the UK media concerning the purported conduct of persons claiming to be social workers. Most witnesses reported being visited by one or two women in their late twenties to early thirties who were dressed professionally. In some versions of the story, the visits included a woman accompanied by a man who seemed to be acting in a supervisory role. Child Abduction Scare Of 2002
During the summer of 2002 there were a number of high-profile child abductions in the United States. Despite the statistical decrease of non-custodial child abductions since 1999, extensive media coverage of selected cases created a nationwide sense of panic. The focus on child abductions led governmental entities to take action. Many states instituted Amber alerts systems and a national Amber alert was included as part of a package of federal legislation known as the PROTECT Act of 2003. The kidnappings The intensified media scrutiny began with the abduction and murder of seven-year-old Danielle van Dam earlier that year. She was taken from her bedroom in San Diego on February 1, 2002. A suspect, David Alan Westerfield was arrested on February 22 and van Dam's body discovered on the 27th. Black Volga ( pl, czarna wołga) refers to an urban legend widespread in Poland, Romania, Hungary, Russia, Belarus, Ukraine, Greece and Mongolia, mainly in the 1960s and 1970s. The legend refers to a black (or in some versions red) GAZ-21 or GAZ-24 that was allegedly used to abduct and murder people. According to different versions, it was driven by communist secret police, Russian mafia, Satanists or Satan himself. The car is described as having white wheel rims, white curtains or other white elements. This impression was also caused by the active use of the passenger car of the Gorky Automobile Plant GAZ-M1 (Emka) by the NKVD bodies during the years of mass repression.
