Per Abraham Örnsköld
Per Abraham Örnsköld (18 November 1720 – 16 April 1791) was a Sweden, Swedish nobleman, with the title of friherre, whose notability in his country's history stems from his dedication to the able management of Sweden's regional subdivisions which he administered in his capacity as governor. In 1762, the year of his forty-second birthday, he was appointed List of County Governors of Sweden, county governor of the vast Västernorrland County, which at that time consisted of the Medelpad, Ångermanland and Jämtland Swedish provinces, provinces. Örnsköld realized the possibilities of the area and often travelled through it, by foot or using a carriage. The Swedish nobility ( sv, Adeln eller Ridderskapet och Adeln) has historically been a legally and/or socially privileged class in Sweden, and part of the so-called ''frälse'' (a derivation from Old Swedish meaning ''free neck''). The archaic term for nobility, ''frälse'', also included the clergy, a classification defined by tax exemptions and representation in the diet (the Riksdag). Today the nobility does not maintain its former legal privileges although family names, titles and coats of arms are still protected. A county administrative board ( sv, länsstyrelse) is a Swedish Government Agency in each of the counties of Sweden, led by a vice-regal governor ( sv, landshövding) appointed by the government for a term of six years. The lists of gubernatorial officeholders, in most cases, stretches back to 1634 when the counties were created by Chancellor Axel Oxenstierna. The main responsibilities of the county administrative board is to coordinate the development of the county in line with goals set in national politics. In each county there is also a County Council which is a policy-making assembly elected by the residents of the county. Nyköping () is a Urban areas in Sweden, locality and the seat of Nyköping Municipality, Södermanland County, Sweden with 32,759 inhabitants as of 2017. The city is also the capital of Södermanland County.
