Peoples Planning Campaign
People's Plan Campaign, held in 1996 in Kerala State, was an experiment in decentralization of powers to local governments with focus on local planning. Kerala State lies in the south-west part of India. In India's Ninth Five-Year Plan (India), Ninth Five-Year Plan, each state within the national federation was expected to draw up its own annual plan and the People's Plan was an offshoot of it. In the beginning of the ninth plan, the Government of Kerala took a bold decision to devolve 35 percent of the state development budget down from a centralized bureaucracy to local governments where local people could determine and implement their own development priorities. This was implemented through the People's Plan Campaign (PPC) under the joint supervision of the Department of Local Self-Government and State Planning Board. Kerala State
Kerala ( ; ) is a state on the Malabar Coast of India. It was formed on 1 November 1956, following the passage of the States Reorganisation Act, by combining Malayalam-speaking regions of the erstwhile regions of Cochin, Malabar, South Canara, and Thiruvithamkoor. Decentralization or decentralisation is the process by which the activities of an organization, particularly those regarding planning and decision making, are distributed or delegated away from a central, authoritative location or group. Government Of Kerala
Government of Kerala is the subnational government of the Indian state of Kerala. The government is led by a chief minister, who selects all the other ministers. The chief minister and their most senior ministers belong to the supreme decision-making committee, known as the cabinet. Ministers of the Kerala Government are responsible to the Kerala Legislative Assembly; they make statements in the assembly and take questions from members of the assembly. The government is dependent on Kerala Legislative Assembly to make primary legislation. Left Democratic Front
The Left Democratic Front (LDF) is an alliance of left-wing political parties in the state of Kerala, India. It is the current ruling political alliance of Kerala, since 2016. It is one of the two major political alliances in Kerala, the other being Indian National Congress-led United Democratic Front, each of which has been in power alternately for the last four decades. LDF has won the elections to the State Legislature of Kerala in the years 1980, 1987, 1996, 2006, 2016 and had a historic re-election in 2021 where an incumbent government was re-elected for first time in 40 years. Patrick Heller is an American sociologist and the director of the development research program at the Watson Institute for International and Public Affairs at Brown University.
