Compared to other liberal democracies, Ireland's pension policies have average coverage, which includes 78 percent of the workforce, and it offers different types of pensions for employees to choose from.  The Irish pension system is designed as a pay-as-you-go program and is based on both public and private pension programs. The Pensions Authority regulates occupational pension schemes, trust RACs, Personal Retirement Savings Accounts (PRSAs), employers and Registered Administrators (RAs). A pension (, from Latin ''pensiō'', "payment") is a fund into which a sum of money is added during an employee's employment years and from which payments are drawn to support the person's retirement from work in the form of periodic payments. Personal Retirement Savings Account
A Personal Retirement Savings Account (PRSA) is a type of savings account introduced to the Irish market in 2003. In an attempt to increase pension coverage, the Pensions Board introduced a retirement savings account, that would entice the lower paid and self-employed to start making some pension provision. The intention was for PRSAs to supplement any State Retirement Benefits that would be payable in years to come. The product There are two types of PRSAs, Standard and Non-Standard. The ''Standard PRSA'' has a legal cap on charges. The maximum annual management charge is 1% and the maximum charge on each contribution is 5%. There can be no other charge applied to the setting up of a PRSA, unless it forms part of an overall financial review. In this case, a fee may be charged for the advice given. A means test is a determination of whether an individual or family is eligible for government assistance or welfare, based upon whether the individual or family possesses the means to do without that help. Canada In Canada, means tests are used for student finance (for post-secondary education), legal aid, and "welfare" (direct transfer payments to individuals to combat poverty). They are not generally used for primary and secondary education which are tax-funded. Pan-European Pension
The Pan-European Pension Product (PEPP) or like Pan-European Personal Pension Product is a proposed pension which will be available to residents of the European Union. The PEPP is designed to give the 240 million savers in the EU a better choice in the fragmented and uneven European market, where options are nearly non-existent in some member states. PEPPs are regulated by the Regulation 2019/1238. This regulation lays the legal foundation for a single European market for personal pensions. The PEPP will be complementary to existing state, occupational and private pension systems on national level.
