La Paulette (; after the financier Charles Paulet, who proposed it) was the name commonly given to the "annual right" (''droit annuel''), a special tax levied by the French Crown under the ''Ancien Régime''. It was first instituted on December 12, 1604 by King Henry IV's minister Maximilien de Béthune, duc de Sully. The ''paulette'' was a tax on the holders of various government and judicial offices, paid to the Crown, and initially set at an annual payment of one-sixtieth of the value of each office. Paying the ''paulette'' secured the right of the officeholder to transfer his office at will. The transmission of judicial offices had been a common practice in France since the late Middle Ages. By the beginning of the sixteenth century the practice had extended to almost all levels of the ever-increasing Renaissance state administration (such as seats in the ''Parlements''), and played an important role in state finances. The ''Paulette'' Case refers to the filing of a legal caveat concerning the different interpretations of Treaty 8 and Treaty 11 between the Government of Canada and the Denesoline in the Northwest Territories (NWT). In 1973, Fort Smith Chief Francois Paulette, along with sixteen NWT chiefs, attempted to file a caveat in Yellowknife, Northwest Territories, to gain a legal interest in of land in the Northwest Territories. The chiefs claimed the land, by virtue of their aboriginal rights, and sought to prevent the construction of the proposed Mackenzie Valley Pipeline. The territorial government referred the caveat to the Supreme Court of the Northwest Territories. Justice William Morrow, the only sitting judge of that court at the time, held a six-week hearing process to establish whether signatories of Treaty 8 and Treaty 11 had fully understood the meaning of the treaties they had signed in 1900 and 1921 respectively. ''Paulette'' is a 2012 French comedy-crime-film directed by Jérôme Enrico. He wrote the script in cooperation with Bianca Olsen, Laurie Aubanel and Cyril Rambour. It has been said the plot was based on true events. Plot Paulette and her late husband had a brasserie. Now the xenophobic old lady lives alone in a banlieue and her pension is too small to get along. In the course of a sequestration most of her furniture and also her TV set are seized. Moreover, the landline is cut off because of overdue bills. Paulette is desperate to earn money somehow and she hears there is much money to be made in dealing cannabis.
