The Partnership for Prosperity and Security in the Caribbean (PPS) is a regional-level dialogue with the stated purpose of providing greater cooperation on security and economic issues. The Partnership was founded in Bridgetown, Barbados on March 10, 1997 by the Governments of the United States of America, Antigua and Barbuda, the Commonwealth of The Bahamas, Barbados, Belize, the Commonwealth of Dominica, the Dominican Republic, Grenada, the Co-operative Republic of Guyana, the Republic of Haiti, Jamaica, the Federation of St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, the Republic of Suriname and the Republic of Trinidad and Tobago. Sir James Fitz-Allen Mitchell (15 May 1931 – 23 November 2021) was a Vincentian politician who served as the second Prime Minister of Saint Vincent and the Grenadines from 1984 to 2000 and as the second Premier of Saint Vincent from 1972 to 1974. Sir Vaughan Allen Lewis, KCSL CBE (born 17 May 1940), is a Saint Lucian politician and a former member of the United Workers' Party (UWP). He served for a brief period as the fifth Prime Minister of Saint Lucia following the resignation of John Compton. Lewis, a former director of the Organisation of Eastern Caribbean States, assumed the office of Prime Minister on 2 April 1996.
