Parliamentary Librarian Of Canada
The Parliamentary Librarian of Canada is one of the key officials of the Parliament of Canada. While the Library of Parliament was created shortly after 1867, the role of librarian was not created until 1871 to be in charge of management and control of the library of Parliament. Control and direction of the library is provided by the Speakers of the House of Commons and the Senate. The current role was created from the merger of the Parliamentary Librarians of the Provinces of Canada (1840-1867) and those of the Legislature of Upper and Lower Canada (1790s). The Parliament of Canada (french: Parlement du Canada) is the federal legislature of Canada, seated at Parliament Hill in Ottawa, and is composed of three parts: the King, the Senate, and the House of Commons. By constitutional convention, the House of Commons is dominant, with the Senate rarely opposing its will. The Senate reviews legislation from a less partisan standpoint and may initiate certain bills. The monarch or his representative, normally the governor general, provides royal assent to make bills into law. A parliamentary system, or parliamentarian democracy, is a system of democratic governance of a state (or subordinate entity) where the executive derives its democratic legitimacy from its ability to command the support ("confidence") of the legislature, typically a parliament, to which it is accountable. The House of Commons Library is the library and information resource of the lower house of the British Parliament. It was established in 1818, although its original 1828 construction was destroyed during the burning of Parliament in 1834. The library has adopted the phrase "Contributing to a well-informed democracy" as a summary of its mission statement. History The Library was established in 1818 and a purpose-designed library was built for it by Sir John Soane and completed in 1828. This building, along with much of the mediaeval Palace of Westminster, to which it was added, was destroyed by fire in 1834. Catherine MacLeod (librarian)
Catherine MacLeod (4 September 1914 – 7 May 2000), also known as Kitty MacLeod, and in Gaelic as Kitty NicLeòid, was a Scottish Gaelic singer and school teacher. Biography MacLeod was born to Scottish parents in Kasuali, India, 4 September 1914. Her mother, Anna MacLeod, was a school teacher, and her father, Kenneth MacLeod was a British soldier serving with the Seaforth Highlanders during the First World War. After Catherine MacLeod was born, her father went "missing in action" and Anna MacLeod moved with her daughter back to the Isle Of Lewis in Scotland, where the young Catherine began her education at the Lionel School. Kenneth MacLeod reappeared two years afterwards, and recovered his faculties when he was brought back to Scotland and reunited with his daughter. Alfred Duclos DeCelles
Alfred Duclos DeCelles, CMG (August 8, 1843 – October 5, 1925) was a Canadian journalist, writer, lawyer and librarian. For thirty-five years, from 1885 to 1920, he was the head of the Parliamentary Library in Ottawa. He often signed his name as A.D. DeCelles. Biography DeCelles was born in Saint-Laurent, Quebec. His parents were Augustin-Candide Duclos DeCelles, a notary, and Marie-Sarah-Anne Holmes. After attending the primary school in his native village, he studied at the Quebec City seminary, where he completed his classical studies.
