Parliament Of Romania
The Parliament of Romania ( ro, Parlamentul României) is the national bicameral legislature of Romania, consisting of the Chamber of Deputies ( ro, Camera Deputaților) and the Senate ( ro, Senat). It meets at the Palace of the Parliament in Bucharest, the capital of the country. Prior to the modification of the Constitution in 2003, the two houses had identical attributes. A text of a law had to be approved by both houses. If the text differed, a special commission ( ro, comisie de mediere) was formed by deputies and senators, that "negotiated" between the two houses the form of the future law. The report of this commission had to be approved in a joint session of the Parliament. After the 2003 referendum, a law still has to be approved by both houses, but each house has designated matters it gets to deliberate before the other, in capacity of "deciding chamber" ( ro, cameră decizională). If that first chamber adopts a law proposal (relating to its competences), it is pa ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Confidence And Supply
In a parliamentary democracy based on the Westminster system, confidence and supply are required for a ruling cabinet to retain power in the lower house. A confidence-and-supply agreement is one whereby a party or independent members of parliament will support the government in motions of confidence and appropriation or budget (supply) votes, by either voting in favour or abstaining. However, parties and independent members normally retain the right to otherwise vote in favour of their own policies or on conscience on legislative bills. A coalition government is a more formal arrangement than a confidence-and-supply agreement, in that members from junior parties (i.e., parties other than the largest) gain positions in the cabinet and ministerial roles, and may be expected to hold the government whip on passing legislation. Confidence In most parliamentary democracies, members of a parliament can propose a motion of confidence or of no confidence in the government or ex ... Casual Vacancy
In politics, a casual vacancy (''casual'' in the sense of "by chance") is a situation in which a seat in a deliberative assembly becomes vacant during that assembly's term. Casual vacancies may arise through the death, resignation or disqualification of the sitting member, or for other reasons. Casual vacancies have the effect of eliminating or reducing the representation for the member's constituency. Accordingly, many jurisdictions provide by law for the speedy filling of vacant seats. Casual vacancies can also occur in non-governmental assemblies, such as boards of directors and committees of voluntary organisations. Australia The methods used to fill casual vacancies vary between jurisdictions. On the federal level, casual vacancies in the Australian House of Representatives are filled using by-elections. Casual vacancies for the Australian Senate are required to be filled by someone of the same party as the departing senator, and a joint sitting of the departing senator ...
