The Pennsylvania Department of Corrections (PADOC) is the Pennsylvania state agency that is responsible for the confinement, care and rehabilitation of approximately 37,000 inmates at state correctional facilities funded by the Commonwealth of Pennsylvania. The agency has its headquarters in Hampden Township, Cumberland County in Greater Harrisburg, near Mechanicsburg. In October 2017, Gov. Tom Wolf signed a "memorandum of understanding" that allows the PADOC and the Pennsylvania Board of Probation and Parole to share like resources and eliminate duplicative efforts. All parole supervision now falls under the jurisdiction of the PADOC; while parole release decisions remain under the jurisdiction of the PA Board of Probation and Parole. The two agencies remain separate. With the passage of the 2021-2022 Pennsylvania budget, this merger became official and permanent. The State Correctional Institution (SCI) at Camp Hill, commonly referred to as SCI Camp Hill, is a Pennsylvania Department of Corrections prison in Lower Allen Township, Cumberland County, near Camp Hill in Greater Harrisburg. Its Superintendent is Laurel Harry. It has around 3,400 inmates. History SCI Camp Hill opened in 1941 as the Industrial School at White Hill for Young Offenders and received Huntingdon Reformatory's juvenile population en masse. In 1975 it was ruled that SCI Camp Hill was not an appropriate place to house juvenile offenders, and in 1977 the institution began housing adult male offenders. The State Correctional Institution – Pine Grove is a Pennsylvania state prison located in Indiana township. The prison contains 19 buildings including 8 housing units. Ground breaking for SCI Pine Grove occurred on May 11, 1998. The first inmates arrived on January 9, 2001. The prison cost $71 million and "emphasizes treatment and education". The prison runs the young offenders program and houses some of Pennsylvania's youngest inmates. 40% of the population is under 20. The average age is 38 years old. The prison temporarily held Jordan Brown when he was 12 years old. On August 17, 2017, inmate Arthur Charles Martin, was found dead in his cell. He was serving time for a drug conviction. State Correctional Institution – Mercer is a minimum-security correctional facility near Mercer in the northwestern part of the commonwealth of Pennsylvania. History Originally housing inmates from the 14 northwestern Pennsylvania counties. In 1986, the facility also accepted inmates from the southwestern 9-county region that were utilizing SCI-Greensburg. Presently, inmates from all over the commonwealth are housed at SCI Mercer. Physical Plant There are 30 buildings on SRCF Mercer's Campus (23 inside the 37.5 acre fenced perimeter). The campus is air-conditioned (electric system). Nine diesel backup generators serve as emergency power. The institution operates its own sewage treatment plant, having a 104,000 gallon daily capacity. State Correctional Institution – Laurel Highlands is a minimum-security facility located on State Route 31, about three miles east of the Somerset Interchange of the Pennsylvania Turnpike, about 70 miles southeast of Pittsburgh. State Correctional Institution – Frackville is a maximum-security correctional facility for males off Interstate 81 in Ryan Township in rural Schuylkill County, Pennsylvania, on the outskirts of Frackville and about northwest of Reading. In 2017, the Pennsylvania Department of Corrections considered closing the prison, as part of an attempt by the state government to reduce the state's budget deficit.
