Oscar Mina
Oscar Mina (born 24 September 1958) is a Sanmarinese politician, who served as Captain Regent of San Marino with Paolo Rondelli from 1 April to 1 October 2022. He previously served as Captain Regent from 1 April 2009 to October 2009 together with Massimo Cenci. Mina was elected to the Grand and General Council as a member of the Sammarinese Christian Democratic Party in 2006. Life In 1979, Oscar Mina graduated in electrical engineering and subsequently studied political science at the University of Urbino. Since 1979, he is a civil servant in San Marino's water and gas supply. Mina is single and lives in Serravalle. Politics Mina joined the Christian Democratic PDCS in 1998. He was elected in 2006, 2008 and 2012 in the Grand and General Council, the parliament of San Marino. The Captains Regent (Italian: ''Capitani reggenti'') are the two heads of state of the Republic of San Marino. They are elected every six months by the Grand and General Council, the country's legislative body. Normally the Regents are chosen from opposing parties and they serve a six-month term. The investiture of the captains regent takes place on 1 April and 1 October every year. This tradition dates back at least to 1243. The practice of dual heads of government (diarchy) is derived directly from the customs of the Roman Republic, equivalent to the consuls of ancient Rome. History The establishment of the regency took place during the first half of the 13th century, when they had the role of managing justice, a task similar to competence of magistrates. The Sammarinese Christian Democratic Party ( it, Partito Democratico Cristiano Sammarinese, PDCS) is a Christian-democratic political party in San Marino. The PDCS is an observer member of the European People's Party (EPP), having joined the EPP in 1993. Its Italian counterpart was the now-dissolved Christian Democracy. Its internal left-wing faction left in 2006 to form the Centre Democrats and was joined by the social democrats of Arengo and Freedom. It is led by Giovanni Lonfernini, a former Captain-Regent. In the 2006 general election PDCS won the 32.9% of the vote and 21 out of 60 seats in the Grand and General Council. Grand And General Council
The Grand and General Council ( it, Consiglio Grande e Generale) is the parliament of San Marino. The council has 60 members elected for a five-year term. History From the fifth century San Marino was ruled by an assembly composed by all the family heads known as the Arengo. However, as population grew, such a body became more and more dysfunctional, with its functioning being crippled by feuds between families. While the exact timing is unknown, there is historical evidence that by the early 13th century the citizens of San Marino elected an assembly called Council of the LX, which was also known as the Grand and General Council. In this first stage the power was shared between the Arengo and the Council, with the latter gaining more and more power over the centuries.
