All Parties Hurriyat Conference (APHC) is an alliance of 26 political, social and religious organizations formed on 9 March 1993, as a united political front to raise the cause of Kashmiri separatism in the Kashmir conflict. An insurgency is a violent, armed rebellion against authority waged by small, lightly armed bands who practice guerrilla warfare from primarily rural base areas. The key descriptive feature of insurgency is its asymmetric nature: small irregular forces face a large, well-equipped, regular military force state adversary. Due to this asymmetry, insurgents avoid large-scale direct battles, opting instead to blend in with the civilian population (mainly in the countryside) where they gradually expand territorial control and military forces. Al-Badr ( ar, البدر, ' "the full moon") is a militant group operating in the Kashmir region. The group was allegedly formed by the Pakistani Inter-Services Intelligence (ISI) in June 1998. It is believed the group was encouraged by the ISI to operate independently from their previous umbrella group, Hizb-ul-Mujahideen (HM).
