Olly Martins
Oliver James Martins (born 17 December 1969 in Cambridge) is a British politician. He served as the Labour and Co-operative Bedfordshire Police and Crime Commissioner from 2012 to 2016. Career Martins spent eight years working for Victim Support in the Toxteth area of Liverpool, first as a volunteer while at University and then as a service co-ordinator. Before being elected as Police and Crime Commissioner for Bedfordshire, Martins worked for the Labour Party MP, Maria Eagle. Police and Crime Commissioner for Bedfordshire Martins was the first person to hold the Bedfordshire post and was elected on 15 November 2012. He took the Oath of office live on air at a local BBC radio station. On taking office, he pledged that his office and staff would be less expensive than the old police authority. LGBT+ Labour, the Labour Campaign for Lesbian, Gay, Bisexual and Transgender Rights, is a socialist society (Labour Party), socialist society related to the Labour Party (UK), Labour Party in the United Kingdom. Special Constabulary
The Special Constabulary is the part-time volunteer section of statutory police forces in the United Kingdom and some Crown dependencies. Its officers are known as special constables. Every United Kingdom territorial police force has a special constabulary except the Police Service of Northern Ireland, which has a Reserve constituted on different grounds. However, the Royal Ulster Constabulary (and the previous Royal Irish Constabulary) did have its own Ulster Special Constabulary from 1920 until 1970, when the Reserve was formed. The British Transport Police (a national "special police force") also has a special constabulary. In the Crown dependencies, the Isle of Man Constabulary and the States of Guernsey Police Service also have special constabularies, but the States of Jersey Police does not. The Independent Police Complaints Commission (IPCC) was a non-departmental public body in England and Wales responsible for overseeing the system for handling complaints made against police forces in England and Wales. On 8 January 2018, the IPCC was replaced by the Independent Office for Police Conduct. Creation The IPCC was formally founded in 2003, replacing the Police Complaints Authority (PCA). Funded by the Home Office, the IPCC operated under statutory powers and duties defined in the Police Reform Act 2002. 2016 England And Wales Police And Crime Commissioner Elections
Elections of police and crime commissioners in England and Wales were held on 5 May 2016. The elections were for 40 of the 43 territorial police forces in England and Wales using the supplementary vote system; the two police forces of Greater London are not involved (the elected Mayor of London is classed as the police and crime commissioner for the Metropolitan Police District, while the Court of Common Council fulfils the role for the City of London Police). There was no election for the Greater Manchester Police as the role of police and crime commissioner was due to be abolished in 2017 and replaced with the directly elected Mayor of Greater Manchester. Elections for police and crime commissioners do not take place in Scotland or Northern Ireland as policing and justice powers are devolved to the Scottish Parliament and Northern Ireland Assembly. The Spring Statement of the British Government, also known as the "mini-budget", is one of the two statements HM Treasury makes each year to Parliament upon publication of economic forecasts, the second taking place the previous year as the Autumn Budget. At 2016's autumn statement, it was announced the budget would move to the autumn, with a spring statement taking place the following year. Both usually involve speeches in the House of Commons by the Chancellor of the Exchequer. The Spring Statement for 2019 took place in March 2019.
