Ohio State Legislature
The Ohio General Assembly is the state legislature of the U.S. state of Ohio. It consists of the 99-member Ohio House of Representatives and the 33-member Ohio Senate. Both houses of the General Assembly meet at the Ohio Statehouse in Columbus. Legislative agencies The Legislative Service Commission is one of several legislative agencies. It serves as a source for legal expertise and staffing and drafts proposed legislation, also helps serve as an advertisement to the general public as to what is happening inside the assembly. History The General Assembly first convened in Chillicothe, then the Ohio capital, on March 1, 1803. The second constitution of Ohio, effective in 1851, took away the power of the General Assembly to choose the state's executive officers, granting that right to the voters. A complicated formula apportioned legislators to Ohio counties and the number of seats in the legislative houses varied from year-to-year. ''The Ohio Politics Almanac'' by Michael F ...

Ohio Republican Party
The Ohio Republican Party is the Ohio affiliate of the Republican Party. It was founded in Columbus, Ohio, in 1854. History After the Civil War, Ohio politics was dominated by the Republican Party, and Ohio Republicans also played key roles in the national party. As the national Republican Party changed from a party affiliated with Northern states into a staunchly conservative party, so did the Ohio Republican Party. Early years Early Ohio Republicans such as Salmon P. Chase staffed many important national offices. Chase coined the phrase "Free Soil, Free Labor, Free Men". Starting in the 1880s, Ohio's Mark Hanna was a significant power in the back rooms of the national Republican party. In the 1890s, Hanna led the conservative wing of the party against Theodore Roosevelt's progressive movement. In the 60 years from 1860 to 1920, Ohioans headed the Republican presidential ticket nine times, losing only twice. In 1912, Democrat Woodrow Wilson won with 40.96 percent of the ...

One Man, One Vote
"One man, one vote", or "one person, one vote", expresses the principle that individuals should have equal representation in voting. This slogan is used by advocates of political equality to refer to such electoral reforms as universal suffrage, proportional representation, and the elimination of plural voting, malapportionment, or gerrymandering. Indices The violation of equal representation in the various systems of proportional representation can be measured with the Loosemore–Hanby index, the Gallagher index or the amount of unrepresented vote. A Gallagher index above 5 (%) is seen by many experts as violating the ''One man, one vote'' principle. In case of plurality voting, the wasted vote can be measured. Additionally, the percentage of spoilt vote and percentage of disfranchisement can be measured to detect violations of the equal representation principle. History The phrase surged in english-language usage around 1880, thanks in part to British trade unionist Geo ...

United States Supreme Court
The Supreme Court of the United States (SCOTUS) is the highest court in the federal judiciary of the United States. It has ultimate appellate jurisdiction over all U.S. federal court cases, and over state court cases that involve a point of federal law. It also has original jurisdiction over a narrow range of cases, specifically "all Cases affecting Ambassadors, other public Ministers and Consuls, and those in which a State shall be Party." The court holds the power of judicial review, the ability to invalidate a statute for violating a provision of the Constitution. It is also able to strike down presidential directives for violating either the Constitution or statutory law. However, it may act only within the context of a case in an area of law over which it has jurisdiction. The court may decide cases having political overtones, but has ruled that it does not have power to decide non-justiciable political questions. Established by Article Three of the United States C ...

Line-item Veto
The line-item veto, also called the partial veto, is a special form of veto power that authorizes a chief executive to reject particular provisions of a bill enacted by a legislature without vetoing the entire bill. Many countries have different standards for invoking the line-item veto if it exists at all. Each country or state has its own particular requirement for overriding a line-item veto. Countries allowing line-item veto Brazil The President of Brazil has the power of the line-item veto over all legislation (art. 84 Federal Constitution of 1988: "The President of the Republic has the exclusive powers to: (...) V.veto bills, either in whole or in part"). Any provisions vetoed in such a manner are returned to the Brazilian congress and can be overridden by a vote (art. 66 of the Federal Constitution). An example of this came in August 2012, when Dilma Rousseff vetoed portions of a new forestry law which had been criticized as potentially causing another wave of deforesta ...

Governor Of Ohio
A governor is an administrative leader and head of a polity or political region, ranking under the head of state and in some cases, such as governors-general, as the head of state's official representative. Depending on the type of political region or polity, a ''governor'' may be either appointed or elected, and the governor's powers can vary significantly, depending on the public laws in place locally. The adjective pertaining to a governor is gubernatorial, from the Latin root ''gubernare''. Ancient empires Pre-Roman empires Though the legal and administrative framework of provinces, each administrated by a governor, was created by the Romans, the term ''governor'' has been a convenient term for historians to describe similar systems in antiquity. Indeed, many regions of the pre-Roman antiquity were ultimately replaced by Roman 'standardized' provincial governments after their conquest by Rome. Plato used the metaphor of turning the Ship of State with a rudder; the Latin ...

A friend and political ally of President William McKinley, Hanna used his wealth and business skills to successfully manage McKinley's presidential campaigns in 1896 and 1900. Hanna was born in New Lisbon (today Lisbon), Ohio, in 1837. His family moved to the growing city of Cleveland in his teenage years, where he attended high school with John D. Rockefeller. He was expelled from college, and entered the family mercantile business. He served briefly during the American Civil War and married Charlotte Rhodes; her father, Daniel Rhodes, took Hanna into his business after the war. Hanna was soon a partner in the firm, which grew to have interests in many areas, especially coal and iron. He was a millionaire by his 40th birthday, and turned his att ...

Apportionment (politics)
Apportionment is the process by which seats in a legislative body are distributed among administrative divisions, such as states or parties, entitled to representation. This page presents the general principles and issues related to apportionment. The page Apportionment by country describes specific practices used around the world. The page Mathematics of apportionment describes mathematical formulations and properties of apportionment rules. The simplest and most universal principle is that elections should give each voter's intentions equal weight. This is both intuitive and stated in laws such as the Fourteenth Amendment to the United States Constitution (the Equal Protection Clause). However, there are a variety of historical and technical reasons why this principle is not followed absolutely or, in some cases, as a first priority. Common problems Fundamentally, the representation of a population in the thousands or millions by a reasonable size, thus accountable govern ...

Constitution Of Ohio
The Constitution of the State of Ohio is the basic governing document of the State of Ohio, which in 1803 became the 17th state to join the United States of America. Ohio has had three constitutions since statehood was granted. Ohio was created from the easternmost portion of the Northwest Territory. In 1787, the Congress of the Confederation of the United States passed the Northwest Ordinance, establishing a territorial government and providing that " ere shall be formed in the said territory, not less than three nor more than five states." The Ordinance prohibited slavery and provided for freedom of worship, the right of ''habeas corpus'' and trial by jury, and the right to make bail except for capital offenses. Ohio courts have noted that the Northwest Ordinance "was ever considered as the fundamental law of the territory." 1802 Constitution The Ohio territory's population grew steadily in the 1790s and early 19th century.
