The Office of the President of Ukraine ('' uk, Офіс Президента України'') (formerly ''Administration of the President of Ukraine'', uk, Адміністрація Президента) is a standing advisory body set up by the President of Ukraine pursuant to clause 28, Article 106 of the Constitution of Ukraine. The duties of the Office are to provide administrative, legal, consultative, advisory, media, analytical and other assistance and support to the President when exercising authorities established by the Constitution of Ukraine. Overview After Ukraine declared independence in 1991, President Leonid Kravchuk established the Administration of the President on 13 December as an advisory body to the President (the Ukrainian SSR formally ceased to exist on 26 December 1991). The Presidential Office Building ( uk, Будинок Секретаріату Президента) is an architectural monument of Kyiv, the capital of Ukraine. The building is the main office of the Office of the President of Ukraine and of the National Security and Defense Council of Ukraine. It is located at 11 Bankova vulytsia and was initially a reconstruction of the Kyiv Military District headquarters that was built sometime in the 1870s to Oleksandr Shile's design. The building is considered the peak of an architectural artistic work and was built after all government institutions of the Ukrainian SSR were transferred to Kyiv from Kharkiv. Volodymyr Mykhailovych Lytvyn ( uk, Володи́мир Миха́йлович Литви́н, ; born April 28, 1956) is a Ukrainian politician best known for being Chairman of the Verkhovna Rada, the Ukrainian parliament. Having previously served in that position from 2002 until 2006, he was re-elected in December 2008 after his party agreed to join the former coalition of Yulia Tymoshenko in an expanded capacity and stayed Chairman until December 2012. Yevhen Petrovych Kushnaryov ( uk, Євген Петрович Кушнарьов, ) (January 29, 1951 – January 17, 2007) was a prominent Ukrainian politician of the post-Soviet era. Kushnaryov was considered one of the chief ideologues of the Party of Regions and a key ally of Prime Minister Viktor Yanukovych. Early life Yevhen Kushnaryov was born in Kharkiv to migrants from Russia in 1951.
