Overlord System
The Overlord system was a popular name given to a short lived structure of government in British Prime Minister Winston Churchill's 1951 administration. Ministers with no departmental responsibilities were appointed to co-ordinate action by groups of Cabinet ministers. Lord Leathers was given the title of Minister for Coordination of Transport, Fuel and Power. Lord Woolton was also given wide ranging responsibilities over agriculture and food. Viscount Waverley was offered a role overseeing the Treasury, Board of Trade and the Ministry of Supply, but Waverley rejected this offer, thinking the position "wrong in principle". Churchill himself returned to his wartime practice of acting as Defence Secretary in addition to holding the office of Prime Minister. Churchill called the system "a valuable aid to efficiency" but it was criticised by the Labour opposition. Sir Winston Leonard Spencer Churchill (30 November 187424 January 1965) was a British statesman, soldier, and writer who served as Prime Minister of the United Kingdom twice, from 1940 to 1945 Winston Churchill in the Second World War, during the Second World War, and again from 1951 to 1955. Frederick Leathers, 1st Viscount Leathers
Frederick James Leathers, 1st Viscount Leathers, (21 November 1883 – 19 March 1965), was a British industrialist and public servant. Leathers was born at 47, Bromley Street, Stepney ("London's poor East End district"), son of carpenter Robert Leathers, of Stowmarket, Suffolk, and Emily Jane, née Seaman. Minister For Coordination Of Transport, Fuel And Power
The Ministry of Power was a United Kingdom government ministry dealing with issues concerning energy. The Ministry of Power (then named Ministry of Fuel and Power) was created on 11 June 1942 from functions separated from the Board of Trade. It took charge of coal production, allocation of fuel supplies, control of energy prices and petrol rationing. These had previously been dealt with by the Secretary for Mines and in the case of petroleum since 1940 by the Secretary for Petroleum. The Petroleum Board, responsible for the coordination of the war-time petroleum 'pool' for oil supplies (except oil for the Royal Navy), continued in this role until the Board was dissolved in 1948. It also took over responsibility for electricity from the Ministry of War Transport and its predecessor the Ministry of Transport. Frederick Marquis, 1st Earl Of Woolton
Frederick James Marquis, 1st Earl of Woolton, (23 August 1883 – 14 December 1964) was an English businessman and politician who served as chairman of the Conservative Party from 1946 to 1955. In April 1940, he was appointed Minister of Food and established the rationing system. During this time, he maintained food imports from America and organised a programme of free school meals. The vegetarian Woolton pie was named after Woolton as one of the recipes commended to the British public due to a shortage of meat, fish, and dairy products during the Second World War. John Anderson, 1st Viscount Waverley
John Anderson, 1st Viscount Waverley, (8 July 1882 – 4 January 1958) was a Scottish civil servant and politician who is best known for his service in the War Cabinet during the Second World War, for which he was nicknamed the "Home Front Prime Minister". He served as Home Secretary, Lord President of the Council and Chancellor of the Exchequer. The Anderson shelters are named after him. Cabinet Reshuffle
A cabinet reshuffle or shuffle occurs when a head of government rotates or changes the composition of ministers in their cabinet, or when the Head of State changes the head of government and a number of ministers. They are more common in parliamentary systems, than in systems where cabinet heads must be confirmed by a separate legislative body, and occur at pleasure in autocratic systems without suitable checks-and-balances. A shadow cabinet reshuffle may take place to change positions in a shadow cabinet. In parliamentary systems Cabinet reshuffles happen in parliamentary systems for a variety of reasons.
