Osnovianskyi District ( uk, Основ'янський район) is an urban district of the city of Kharkiv, Ukraine, named after a neighborhood in the city Osnova. The district was established in January 1919 as Petynsko-Zhuravlivskyi. In September 1924, it was renamed Chervonozavodskyi. Urban raions or urban districts ( uk, райони у містах України, translit=raiony u mistakh Ukrainy) are the second-level administrative division in certain cities in Ukraine. An urban district is subordinate to the city administration. Overview There are 111 districts in 19 cities of Ukraine. The cities that contain district division in a city usually are of national (such as Kyiv and Sevastopol) or regional significance. The number of districts in city per region varies between the minimum of two and up to 21 in Donetsk Oblast (the maximum districts in a single city are in Kyiv). The Article 133 of the Constitution of Ukraine states that districts in cities are element of the administrative-territorial division of state, while the Article 140 states that issues in organization of management of districts in cities belongs to the competence of city's councils. Industrialnyi District, Kharkiv
Industrialnyi District ( uk, Індустріальний район) is an urban district of the city of Kharkiv, Ukraine, named after its industrial hub built in 1930s at its city's eastern outskirts. It was originally developed as a "socialist city" (''sotsgorod'') to house the workers of the newly built Kharkiv Tractor Plant (KhTZ). In 1936 the district was named Ordzhonikidzevskyi after Sergo Ordzhonikidze, Stalin's commissar for heavy industry. On 24 October 1941, after a four-day battle, Kharkiv and the district was occupied by German forces. In advance of the Germans, most the industrial plant, including the KhTZ, has been dismantled and moved east or rendered inoperative. On 14 December, the German ''Stadtkommandant'' ordered the Jewish population to be concentrated in a hut settlement near the KhTZ. In two days, 20,000 Jews were gathered there. Decommunization In Ukraine
Decommunization in Ukraine started during and after the dissolution of the Soviet Union in 1991. With the success of the Revolution of Dignity in 2014, the Ukrainian government approved Ukrainian decommunization laws, laws that outlawed communist symbols. On 15 May 2015, President of Ukraine Petro Poroshenko signed a set of laws that started a six-month period for the removal of communist monuments (excluding World War II monuments) and renaming of public places named after communist-related themes. At the time, this meant that 22 cities and 44 villages were set to get new names. Until 21 November 2015, municipal governments had the authority to implement this; if they failed to do so, the Oblasts of Ukraine had until 21 May 2016 to change the names.
