Osama Saad Hammad Saleh ( ar, أسامة حماد; born 1979) is a Libyan politician. On 16 May 2023, he was appointed acting Prime Minister of Libya by the House of Representatives (Libya), House of Representatives. He took over from Fathi Bashagha and was previously his Finance Minister. Political career Hammad worked in the Libyan General National Congress, government in 2013 as head of the Atomic Energy Commission, which was part of his area of expertise, before taking over as chair of the Office of International Cooperation in the government, which at the time moved to the city of Bayda, Libya, Bayda in eastern Libya after the previous General National Congress, National Congress (the current High Council of State (Libya), State Council) mandated a parallel National Salvation Government, government led by Omar al-Hassi to take control of the capital Tripoli, Libya, Tripoli. This article lists the heads of government of Libya since the country's independence in 1951. Libya is in a tumultuous state since the start of the Arab Spring-related Libyan Crisis in 2011; the crisis resulted in the collapse of the Libyan Arab Jamahiriya and the killing of Muammar Gaddafi, amidst the First Civil War and the foreign military intervention. The crisis was deepened by the factional violence in the aftermath of the First Civil War, resulting in the outbreak of the Second Civil War in 2014.
