The governor of Orenburg Oblast, Denis Pasler, also described the floods as the worst to hit the region in its history. Orsk (russian: Орск) is the second largest city in Orenburg Oblast, Russia, located on the steppe about southeast of the southern tip of the Ural Mountains. The city straddles the Ural River.
