Orleans Territory's At-large Congressional District
The Territory of Orleans was the name given to most of what is now the state of Louisiana (excluding that portion of the state which is west of the Sabine River). From 1806 until 1811, the Territory sent one non-voting Delegate (an "at-large" delegate) to the United States House of Representatives. Delegate (United States Congress)
Non-voting members of the United States House of Representatives (called either delegates or resident commissioner, in the case of Puerto Rico) are representatives of their territory in the House of Representatives, who do not have a right to vote on proposed legislation in the full House but nevertheless have floor privileges and are able to participate in certain other House functions. Non-voting members may vote in a House committee of which they are a member and introduce legislation. There are currently six non-voting members: a delegate representing the District of Columbia, a resident commissioner representing Puerto Rico, as well as one delegate for each of the other four permanently inhabited U.S. territories: American Samoa, Guam, the Northern Mariana Islands and the U.S. Virgin Islands. Julien De Lallande Poydras
Julien de Lallande (Lalande) Poydras (April 3, 1740 РJune 23, 1824) was a French American merchant, planter, financier, poet, educator and political leader who served as Delegate from the Territory of Orleans to the U.S. House of Representatives from 1809 to 1811. He was a catalyst in the promotion of Louisiana statehood and helped draft the state's first constitution. He served as the first President of the Louisiana State Senate from 1812 to 1813. Biography He was born in Rez̩ (near Nantes), then in the French province of Brittany. He served in the French Navy and was captured by the British in 1760 and taken to England. He escaped on board a West Indian merchantman to Saint-Domingue, from which he emigrated to Spanish Louisiana in 1768. Congressional districts in the United States are electoral divisions for the purpose of electing members of the United States House of Representatives. The number of voting seats in the House of Representatives is currently set at 435, with each one representing an average of 761,179 people following the 2020 United States census. The number of voting seats has applied since 1913, excluding a temporary increase to 437 after the admissions of Alaska and Hawaii. The total number of state members is capped by the ''Reapportionment Act of 1929''.Public Law 62-5 of 1911, though Congress has the authority to change that number. Eligius Fromentin
Eligius Fromentin (1767October 6, 1822) was an American politician. Fromentin was born and raised in France, where he later became a Jesuit Roman Catholic priest. Fromentin fled the country during the French Revolution and arrived in the United States. He at first settled in Pennsylvania, but then moved to Maryland, where he was a schoolteacher and a priest. By the early 19th century, Fromentin decided to leave the church and moved to Louisiana, which was being purchased by the United States. He settled in New Orleans, Louisiana in 1803, and became a lawyer. He was a slave owner. Fromentin was a member of the territorial house of representatives from 1807 to 1811. He was part of the constitutional convention that developed Louisiana's state constitution when it became a state in 1812. Poydras
Poydras is a census-designated place (CDP) in St. Bernard Parish, Louisiana, United States. The population was 3,886 at the 2000 census and 2,536 in 2020. It is part of the New Orleans– Metairie–Kenner Metropolitan Statistical Area. Poydras is on the East Bank of the Mississippi River, just upriver from the Plaquemines Parish line. History Poydras was first settled in the 18th century by Isleños when Louisiana was a Spanish colony. Presumably, the town is named for Julien Poydras. Albert Estopinal, Jr., a St. Bernard Parish district attorney, judge, and sheriff, was born in Poydras in 1869 to later U.S. Representative, Albert Estopinal, Sr. The locally constructed levee failed during the 1922 flood and the community of Poydras was destroyed.
