Orkney Council
The Orkney Islands Council ( gd, Comhairle Eileanan Arcaibh), is the local authority for Orkney, Scotland. It was established in 1975 by the Local Government (Scotland) Act 1973 and was largely unaffected by the Scottish local government changes of the mid-1990s. It provides services in the areas of Environmental Health, Roads, Social Work, Community Development, Organisational Development, Economic Development, Building Standards, Trading Standards, Housing, Waste, Education, Burial Grounds, Port and Harbours and others. The council is allowed to collect Council Tax. The council is also the harbour authority for Orkney and its Marine Services division manages the operation of the islands' 29 piers and harbours. Unitary Authority
A unitary authority is a local authority responsible for all local government functions within its area or performing additional functions that elsewhere are usually performed by a higher level of sub-national government or the national government. Local Authorities Of Scotland
Local government in Scotland comprises thirty-two local authorities, commonly referred to as councils. Each council provides public services, including education, social care, waste management, libraries and planning. Councils receive the majority of their funding from the Scottish Government, but operate independently and are accountable to their local electorates. Councils raise additional income via the Council Tax, a locally variable domestic property tax, and Business rates, a non-domestic property tax. Lerwick Declaration
The Lerwick Declaration refers to an announcement made by First Minister Alex Salmond on behalf of the Scottish Government on 25 July 2013, which revealed that a ministerial working group would examine the prospect of decentralising power to Shetland, Orkney, and the Western Isles. The declaration was made in response to the ''Our Islands - Our Future'' campaign launched in June 2013, in which the leaders of Scotland's island councilsShetland Islands Council, Orkney Islands Council, and called for greater autonomy for the islands. 2012 Orkney Islands Council Election
The 2012 Orkney Council election took place on 3 May 2012 to elect members of Orkney Council. The election used the six wards created as a result of the Local Governance (Scotland) Act 2004, with each ward electing three or four Councillors using the single transferable vote system form of proportional representation, with 21 Councillors being elected. As in 2007 Independents took all of the 21 seats on the Council. The Scottish National Party contested 4 wards in Orkney for the first time in 2012 but only secured 3% of the vote. 2007 Orkney Islands Council Election
Elections to Orkney Islands Council were held on 3 May 2007, the same day as the Scottish local government elections and the Scottish Parliament general election. The election was the first one using six new wards created as a result of the Local Governance (Scotland) Act 2004, each ward elects three or four councillors using a single transferable vote system form of proportional representation. The new wards replace 21 single-member wards which used the plurality (first past the post) system of election. All the seats were won by independent candidates.
