Opposition (Cambodia)
The Minority Leader ( km, ប្រធានក្រុមភាគតិច), or the Leader of the Opposition, leads the largest political party not in government in the National Assembly of Cambodia. The Minority Leader acts as a dialogue partner of the Prime Minister, and the Majority Leader. The official minority party must secure at least 25% of the total seats in Parliament. The role was officially recognized by Parliament in November 2014, making Sam Rainsy the first official Minority Leader. However, prior to this, Rainsy had often been viewed as the ''de facto'' Leader of the Opposition. As in nearly every parliamentary democracy around the world, the Minority Leader comes from the political party with the largest number of seats in the Parliament yet is not in government. The Parliament of Cambodia ( km, សភាតំណាងរាស្ត្រ, ) is the bicameral legislature of the Cambodia consisting of the Senate and the National Assembly. The parliament is composed of 187 members, 125 MPs and 62 senators. ''The Phnom Penh Post'' ( km, ភ្នំពេញប៉ុស្តិ៍, ) is a daily English-language newspaper published in Phnom Penh, Cambodia. Founded in 1992 by publisher Michael Hayes and Kathleen O'Keefe, it is Cambodia's oldest English-language newspaper. The paper was initially published fortnightly as a full-color tabloid; in 2008 it increased frequency to daily publication and redesigned the format as a Berliner. ''The Phnom Penh Post'' is also available in Khmer. It previously published a weekend magazine, 7Days, in its Friday edition. The politics of Cambodia are defined within the framework of a constitutional monarchy, in which the king serves as the head of state, and the prime minister is the head of government. The collapse of communism set in motion events that led to the withdrawal of the Vietnamese armed forces, which had established their presence in the country since the fall of the Khmer Rouge. The 1993 constitution, which is currently in force, was promulgated as a result of the 1991 Paris Peace Agreements, followed by elections organized under the aegis of the United Nations Transitional Authority in Cambodia. The prime minister of Cambodia is the head of government of the Kingdom of Cambodia. The prime minister is also the chairman of the Council of Ministers, and represents the government at home and abroad. Under the current constitution, the prime minister is elected to a five-year term, with no limits imposed on the office. Since 1945, there have been 36 prime ministers, including 4 who served in acting capacity. Constitutionally the prime minister is required to be a member of the National Assembly. He must also gain their approval through a resolution before an official appointment by the King can take place. Kem Sokha ( km, កឹម សុខា; born 27 June 1953) is a Cambodian politician and activist who most recently served as the President of the Cambodia National Rescue Party (CNRP). He served as the Minority Leader, the highest-ranking opposition parliamentarian, of the National Assembly from December 2016 to January 2017, and previously as the First Vice President of the National Assembly from August 2014 to October 2015. He represented Kampong Cham as its Member of Parliament (MP) from 2008 to 2017. From 2007 to 2012, Kem was the leader of the Human Rights Party, which he founded. Kem was arrested and imprisoned at a detention centre in Tbong Khmum Province on 3 September 2017 under allegations of treason. In November 2017, the CNRP was dissolved, and 118 of its members, including Kem, were banned from politics for five years. Sam Rainsy ( km, សម រង្ស៊ី, UNGEGN: , ALA-LC: ; born 10 March 1949) is a Cambodian activist, economist and politician who most recently served as the Leader of the Opposition. He is now the interim leader of the Cambodia National Rescue Party due to the continued ban on political activity by the party's leader, Kem Sokha. Sam Rainsy became a member of parliament for Siem Reap in 1993 in elections organized by UNTAC. He has had his parliamentary immunity revoked three times. He was MP for Siem Reap from 1993 until 1995 when he was expelled from the Constituent Assembly. The Majority Leader ( km, ប្រធានក្រុមភាគច្រើន) is the leader of the parliamentary delegation of the largest party in the National Assembly of Cambodia. The National Assembly ( km, រដ្ឋសភា, ) is one of the two houses (chambers) of the Parliament of Cambodia. It is referred to as the lower house, with the Senate being referred to as the upper house. The National Assembly is an elected body consisting of 125 members known as Members of Parliament (MPs). Members are elected for five-year terms by party-list proportional representation, using provinces as constituencies of 1 to 18 members, and the D'Hondt method of seat distribution.
