Onkar Singh (born 8 October 1968) is an Indian Professor of Mechanical Engineering and Vice Chancellor of Uttarakhand Technical University, Veer Madho Singh Bhandari Uttarakhand Technical University, Dehradun. He has been the founder Vice-Chancellor of Madan Mohan Malaviya University of Technology, former Vice-Chancellor of Veer Chandra Singh Garhwali Uttarakhand University of Horticulture and Forestry, Pauri Garhwal / Tehri Garhwal , and former Vice-Chancellor of Uttar Pradesh Technical University. Chhatrapati is a royal title from Sanskrit language.The word ‘Chhatrapati’ is a Sanskrit language compound word (tatpurusha in Sanskrit) of ''chhatra'' (''parasol'' or ''umbrella'') and ''pati'' (''master/lord/ruler''). This title was used by the House of Bhonsle. Indian Institute of Technology Roorkee (abbreviated IIT Roorkee) is a technical university located in Roorkee, Uttarakhand, India. It is the oldest engineering institution in India, and was founded as the College of Civil Engineering in British India in 1847 by the Lieutenant-Governor of the North-Western Provinces, James Thomason, in order to train officers and surveyors employed in the construction of the Ganges Canal.
