Onimim Ernestina Jacks (née Briggs) is a lawyer serving since June 2015 as the Rivers State Commissioner of Agriculture in Nigeria. She is a member of the Rivers State People's Democratic Party. Early life and education Jacks was born on 4 December 1961 in Buguma, Asari-Toru local government area of Rivers State. She attended Federal Government College, Port Harcourt for her secondary school education and studied law at the University of Lagos receiving her Bachelor of Laws degree in 1983. She also obtained a Masters in Law (LL.M) in 1991 and was called to the Nigerian Bar in 1984 enrolling as a Barrister and Solicitor of the Supreme Court of Nigeria. In 1987, she became an Attorney and Counselor of the Law of the state of New York. Rivers State, also known as Rivers, is a state in the Niger Delta region of southern Nigeria (Old Eastern Region). Soala Ibiapuye Martyns-Yellowe was elected Senator for the Rivers West constituency of Rivers State, Nigeria at the start of the Nigerian Fourth Republic, running on the People's Democratic Party (PDP) platform. The First Wike Executive Council was the Executive Council of Rivers State between 5 June 2015 and 24 June 2017. It was led by Governor Ezenwo Nyesom Wike with Ipalibo Banigo as Vice-Chairman. The Rivers State Customary Court of Appeal is a court of justice of second instance that has appellate and supervisory jurisdiction over matters of customary law in Rivers State. It is presided over by a president assisted by a number of judges as prescribed by the Rivers State House of Assembly.
