Government Agencies In Sweden
The government agencies in Sweden are state-controlled organizations that act independently to carry out the policies of the Government of Sweden. The ministries are relatively small and merely policy-making organizations, allowed to monitor the agencies and preparing decision and policy papers for the government as a collective body to decide upon. A Cabinet Minister is explicitly prohibited from interfering with the day-to-day operation in an agency or the outcome in individual cases. The cardinal rule is that Ministers are not allowed to issue orders to agencies in their portfolio personally (with only a few exceptions) as the government agencies are subject to decisions made by the government, although the government cannot even directly overrule an agency in the handling of an individual case. Other than the executive branch, the Riksdag also has a number of independent agencies. Riksdag *Riksbank, Sweden's central bank. * National Audit Office () — the supreme ... Convention On The Rights Of The Child
The United Nations Convention on the Rights of the Child (commonly abbreviated as the CRC or UNCRC) is an international human rights treaty which sets out the civil, political, economic, social, health and cultural rights of children. The Convention defines a child as any human being under the age of eighteen, unless the age of majority is attained earlier under national legislation. Nations that have ratified this convention or have acceded to it are bound by international law. When a state has signed the treaty but not ratified it, it is not yet bound by the treaty's provisions but is already obliged to not act contrary to its purpose. The UN Committee on the Rights of the Child, composed of 18 independent experts, is responsible for supervising the implementation of the Convention by the states that have ratified it. Their governments are required to report to and appear before the UN Committee on the Rights of the Child periodically to be examined on their progress re ... Municipalities Of Sweden
The municipalities of Sweden ( sv, Sveriges kommuner) are its lower-level local government entities. There are 290 municipalities which are responsible for a large proportion of local services, including schools, emergency services and physical planning. Foundation The Local Government Act of 1991 specifies several responsibilities for the municipalities, and provides outlines for local government, such as the process for electing the municipal assembly. It also regulates a process (''laglighetsprövning'', "legality trial") through which any citizen can appeal the decisions of a local government to a county court. Municipal government in Sweden is similar to city commission government and cabinet-style council government. A legislative municipal assembly ''( kommunfullmäktige)'' of between 31 and 101 members (always an odd number) is elected from party-list proportional representation at municipal elections, held every four years in conjunction with the national general e ... Counties Of Sweden
The counties of Sweden (Swedish: ''Sveriges län'') are the top-level geographic subdivisions of Sweden. Sweden is today divided into 21 counties; however, the number of counties has varied over time, due to territorial gains/losses and to divisions and/or mergers of existing counties. This level of administrative unit was first established in the 1634 Instrument of Government on Lord Chancellor Count Axel Oxenstierna's initiative, and superseded the historical provinces of Sweden ( sv, landskap) in order to introduce a more efficient administration of the realm. At that time, they were what the translation of ''län'' into English literally means: fiefdoms. The county borders often follow the provincial borders, but the Crown often chose to make slight relocations to suit its purposes. In every county there is a county administrative board (''länsstyrelse'') headed by a governor ('' landshövding''), appointed by the government, as well as a separate regional council ... Duty Of Notification
A duty (from "due" meaning "that which is owing"; fro, deu, did, past participle of ''devoir''; la, debere, debitum, whence "debt") is a commitment or expectation to perform some action in general or if certain circumstances arise. A duty may arise from a system of ethics or morality, especially in an honor culture. Many duties are created by law, sometimes including a codified punishment or liability for non-performance. Performing one's duty may require some sacrifice of self-interest. Cicero, an early Roman philosopher who discusses duty in his work “On Duty", suggests that duties can come from four different sources: # as a result of being a human # as a result of one's particular place in life (one's family, one's country, one's job) # as a result of one's character # as a result of one's own moral expectations for oneself The specific duties imposed by law or culture vary considerably, depending on jurisdiction, religion, and social normalities. Civic duty Duty is ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Public Inquiry
A tribunal of inquiry is an official review of events or actions ordered by a government body. In many common law countries, such as the United Kingdom, Ireland, Australia and Canada, such a public inquiry differs from a royal commission in that a public inquiry accepts evidence and conducts its hearings in a more public forum and focuses on a more specific occurrence. Interested members of the public and organisations may make (written) evidential submissions, as is the case with most inquiries, and also listen to oral evidence given by other parties. Typical events for a public inquiry are those that cause multiple deaths, such as public transport crashes or mass murders. In addition, in the UK, the Planning Inspectorate, an agency of the Department for Communities and Local Government, routinely holds public inquiries into a range of major and lesser land use developments, including highways and other transport proposals. Advocacy groups and opposition political parties are ... [...More Info...]       [...Related Items...]     OR:     [Wikipedia]   [Google]   [Baidu]   |

Ombudsman
An ombudsman (, also ,), ombud, ombuds, ombudswoman, ombudsperson or public advocate is an official who is usually appointed by the government or by parliament (usually with a significant degree of independence) to investigate complaints and attempt to resolve them, usually through recommendations (binding or not) or mediation. Ombudsmen sometimes also aim to identify systemic issues leading to poor service or breaches of people's rights. At the national level, most ombudsmen have a wide mandate to deal with the entire public sector, and sometimes also elements of the private sector (for example, contracted service providers). In some cases, there is a more restricted mandate, for example with particular sectors of society. More recent developments have included the creation of specialized children's ombudsmen. In some countries, an inspector general, citizen advocate or other official may have duties similar to those of a national ombudsman and may also be appointed by a le ... Children's Ombudsman
A children's ombudsman, children's commissioner, youth commissioner, child advocate, children's commission, youth ombudsman or equivalent body is a public authority in various countries charged with the protection and promotion of the rights of children and young people, either in society at large, or in specific categories such as children in contact with the care system. The agencies usually have a substantial degree of independence from the executive, and generally operate as specialised ombudsman offices or national human rights institutions, dealing with individual complaints, intervening with other public authorities, conducting research, and – where their mandate permits them to engage in advocacy – generally promoting children's rights in public policy, law and practice. The first children's commissioner was established in Norway in 1981. The creation of such institutions has been promoted by the United Nations Committee on the Rights of the Child, and, from 1990 o ... Government Agencies Of Sweden
A government is the system or group of people governing an organized community, generally a state. In the case of its broad associative definition, government normally consists of legislature, executive, and judiciary. Government is a means by which organizational policies are enforced, as well as a mechanism for determining policy. In many countries, the government has a kind of constitution, a statement of its governing principles and philosophy. While all types of organizations have governance, the term ''government'' is often used more specifically to refer to the approximately 200 independent national governments and subsidiary organizations. The major types of political systems in the modern era are democracies, monarchies, and authoritarian and totalitarian regimes. Historically prevalent forms of government include monarchy, aristocracy, timocracy, oligarchy, democracy, theocracy, and tyranny. These forms are not always mutually exclusive, and mixed gov ...
