The Omakaitse ('home guard') was a militia organisation in Estonia. It was founded in 1917 following the Russian Revolution. On the eve of the Occupation of Estonia by the German Empire the Omakaitse units took over major towns in the country allowing the Salvation Committee of the Estonian Provincial Assembly to proclaim the independence of Estonia. After the German Occupation the Omakaitse became outlawed. The Estonian Defence League was dissolved in 1940 after the Soviet occupation of Estonia. The Omakaitse was reestablished during the German Operation Barbarossa in 1941 by the Forest brothers who took control of the country before the German troops arrived allowing Jüri Uluots establish a co-ordinating council in Tartu to proclaim the provisional government of Estonia. Pärnu () is the fourth largest city in Estonia. Situated in southwest Estonia, Pärnu is located south of the Estonian capital, Tallinn, and west of Estonia's second largest city, Tartu. The 18th Army (German: ''18. Armee'') was a World War II field army in the German ''Wehrmacht''. Formed in November 1939 in Military Region (''Wehrkreis'') VI, the 18th Army was part of the offensive into the Netherlands (Battle of the Netherlands) and Belgium (Battle of Belgium) during Fall Gelb and later moved into France in 1940. The People's Commissariat for Internal Affairs (russian: Наро́дный комиссариа́т вну́тренних дел, Naródnyy komissariát vnútrennikh del, ), abbreviated NKVD ( ), was the interior ministry of the Soviet Union. The Baltic states of Estonia, Latvia and Lithuania were invaded and occupied in June 1940 by the Soviet Union, under the leadership of Stalin and auspices of the Molotov-Ribbentrop Pact that had been signed between Nazi Germany and the Soviet Union in August 1939, immediately before the outbreak of World War II. The Estonian International Commission for Investigation of Crimes Against Humanity (; also known as the History Commission or Max Jakobson Commission) was the commission established by President of Estonia Lennart Meri in October 1998 to investigate crimes against humanity committed in Estonia or against its citizens during the Soviet and German occupation, such as Soviet deportations from Estonia and the Holocaust in Estonia. The military occupation of Latvia by Nazi Germany was completed on July 10, 1941 by Germany's armed forces.
