Olsztyn ( , ; german: Allenstein ; Old Prussian: ''Alnāsteini'' * Latin: ''Allenstenium'', ''Holstin'') is a city on the Łyna River in northern Poland. It is the capital of the Warmian-Masurian Voivodeship, and is a city with powiat rights, city with county rights. The population of the city was estimated at 169,793 residents in 2021. Olsztyn is the largest city in Warmia, and has been the capital of the voivodeship since 1999. In the same year, the University of Warmia and Masuria was founded from the fusion of three other local universities. Today, the Olsztyn Castle, Castle of Warmian Cathedral Chapter houses a museum and is a venue for concerts, art exhibitions, film shows and other cultural events, which make Olsztyn a popular tourist destination. Brick Gothic (german: Backsteingotik, pl, Gotyk ceglany, nl, Baksteengotiek) is a specific style of Gothic architecture common in Northeast and Central Europe especially in the regions in and around the Baltic Sea, which do not have resources of standing rock, but in many places many glacial boulders. The buildings are essentially built using bricks. The University of Warmia and Mazury in Olsztyn was established on 1 September 1999, in accordance with the new Statute of Sejm signed by Polish President Aleksander Kwaśniewski, as well as Minister of Education Mirosław Handke, in August of the same year. Ryszard Górecki became its first chancellor. The Faculty of Theology was established with an agreement between the Polish Episcopate and the government, in the presence of Cardinal Józef Glemp and religious figures. The university's first academic year started in October 1999. A city with powiat rights ( pl, miasto na prawach powiatu) is in Poland a designation denoting 66 of the 107 cities (the urban gminas which are governed by a city mayor or ''prezydent miasta'') which exercise also the powers and duties of a Powiat, county ( pl, powiat), thus being an independent city. Sometimes, such a city will also be referred to in Polish as city county ( pl, powiat grodzki); this term however is not official (it was used during the interwar times of the Second Polish Republic).
