Old Age Allowance
Old Age Allowance, colloquially known as fruit money, is a Hong Kong government programme introduced in 1973 which provides monthly payments of $1,290 to elderly Hong Kong residents. There is no means test for the Higher Old Age Allowance given to recipients of age 70 or above. The Normal Old Age Allowance for elderly residents between the ages of 65 and 69 was only offered to people who fell below certain income and asset thresholds, but since 2013 such people are now covered by the similar but separate Old Age Living Allowance scheme instead. Residence requirement OAA recipients were originally required to have been absent from Hong Kong for no more than 56 days in the year prior to the date of their application, and to be present in Hong Kong for 125 days per year thereafter. The latter limit was relaxed to 60 days in 2011, but this still meant that people who had retired in mainland China or abroad and did not often return to Hong Kong were ineligible. Hong Kong Government
The Government of the Hong Kong Special Administrative Region, commonly known as the Hong Kong Government or HKSAR Government, refers to the executive authorities of Hong Kong SAR. It was formed on 1 July 1997 in accordance with the Sino-British Joint Declaration of 1983, an international treaty lodged at the United Nations. This government replaced the former British Hong Kong Government (1842–1997). Means Test
A means test is a determination of whether an individual or family is eligible for government assistance or welfare, based upon whether the individual or family possesses the means to do without that help. Canada In Canada, means tests are used for student finance (for post-secondary education), legal aid, and "welfare" (direct transfer payments to individuals to combat poverty). They are not generally used for primary and secondary education which are tax-funded. Means tests for public health insurance were once common but are now illegal, as the Canada Health Act of 1984 requires that all the provinces provide universal healthcare coverage to be eligible for subsidies from the federal government. The Court of First Instance is the lower court of the High Court of Hong Kong, the upper court being the Court of Appeal. Formerly the High Court of Justice of the Supreme Court of Hong Kong, it was renamed the Court of First Instance by the Basic Law after the transfer of sovereignty over Hong Kong from the United Kingdom to China. The Comprehensive Social Security Assistance (CSSA) scheme is a welfare programme in Hong Kong that provides supplementary payments to Hong Kong residents whose income is not sufficient to meet basic needs. History Historical overview The first public assistance scheme was first introduced in 1971 as the foundation of Hong Kong's social security system. Prior to 1971 the social relief was largely confined and temporary. Donald Tsang
Sir Donald Tsang Yam-kuen (; born 7 October 1944) is a former Hong Kong civil servant who served as the second Chief Executive of Hong Kong from 2005 to 2012. Tsang joined the colonial civil service as an Executive Officer in 1967, occupying various positions in local administration, finance and trade before he was appointed Financial Secretary of Hong Kong in 1995, becoming the first ethnic Chinese to hold the position under British administration. He continued to serve in the Hong Kong SAR government after 1997 and gained his reputation internationally for his intervention in Hong Kong's stock market in defending the Hong Kong dollar's peg to the US dollar during the 1997 financial crisis. Guangdong Scheme
Guangdong Scheme () was launched on 1 October 2013. The purpose of the Scheme is to provide the Old Age Allowance (Fruit Money), on a monthly basis, for eligible Hong Kong people aged 65 or above who choose to reside in Guangdong. The recipients can get a monthly cash allowance of $1,135 if they satisfy the minimum residence period of 60 days in Guangdong in a payment year, along with the other requirements.
