Ohrid Agreement (2023)
The Agreement on the path to normalization between Kosovo and Serbia, informally known as the Ohrid Agreement, is an agreement mediated by the European Union that aims to normalize diplomatic relations between the Republic of Kosovo and the Republic of Serbia. On 27 February 2023, it was verbally accepted by Kosovar prime minister Albin Kurti and Serbian president Aleksandar Vučić and a plan for its implementation was agreed on 18 March 2023. Kosovo–Serbia Relations
Kosovo unilaterally declared independence from Serbia in 2008, a move which Serbia rejects. Serbia does not recognize Kosovo as an independent state and continues to claim it as the Autonomous Province of Kosovo and Metohija. Initially there were no relations between the two; however, in the following years there has been increased dialogue and cooperation between the two sides. Negotiations facilitated by the European Union resulted in the 2013 Brussels Agreement on the normalization of relations between the governments of Kosovo and Serbia. The agreement pledged both sides not to block the other in the EU accession process, defined the structure of the police and local elections in all parts of Kosovo, and also established the proposal of the Community of Serb Municipalities. European Council
The European Council (informally EUCO) is a collegiate body that defines the overall political direction and priorities of the European Union. It is composed of the heads of state or government of the EU member states, the President of the European Council, and the President of the European Commission. Kosovo Serbs are one of the ethnic groups of Kosovo. There are around 100,000 Kosovo Serbs as of 2014 and about half of them live in North Kosovo. Other Serb communities live in southern Kosovo. After Albanians, they form the largest ethnic community in Kosovo (4-7%). The Community of Serb Municipalities ( sr, / ), or Association of Serb Municipalities ( sq, Asociacioni i Komunave Serbe, AKS), is a planned self-governing association of municipalities with a Serb majority population in Kosovo. The proposal for the association came as a result of the 2013 Brussels Agreement negotiated and concluded by the governments of Kosovo and Serbia. In accordance with the competences given by the European Charter of Local Self-Government and Kosovo law, the participating municipalities would be entitled to cooperate in exercising their powers collectively through the association. Vehicle Registration Plates Of Kosovo
Vehicle registration plates of Kosovo are issued by the Ministry of Internal Affairs of the Republic of Kosovo. As of June 1, 2012, all residents of Kosovo are obliged to fit their cars with KS or RKS plates. Non-compliance results in confiscation of the non-Kosovan plates (including Serbian plates with district codes for claimed Kosovo districts) and legal charges. Numbering and lettering On 6 December 2010, a new design was introduced containing the letters RKS (Republic of Kosovo's initials) on a blue field, a two digit number corresponding to the districts of Kosovo, the coat of arms of Kosovo, a three-digit number and finally two serial letters. The passport of Kosovo ( sq, Pasaporta e Kosovës; sr, Косовски пасош / ) is a travel document that is issued to the citizens of Kosovo. The document facilitates international travel as well as serving as proof of citizenship. The issuance of passports is the prerogative of the Ministry of Internal Affairs, with the exception of diplomatic passports which are issued by the Ministry of Foreign Affairs. Kosovar passports comply with all the recommended standards set for machine-readable passports by the International Civil Aviation Organization (ICAO) (such as size, technology, security, layout, etc.), but the country/citizenship code RKS is not within ISO 3166 and thus not ICAO-endorsed.
