The Ocean University of China (), colloquially known as Haida () is a university in Qingdao. As one of the key comprehensive universities of China, it is under the direct administration of the Ministry of Education. It is a Chinese state Class A Double First Class University of the Double First Class University Plan designed by the central government of China. Shinan District () is an urban district of Qingdao, Shandong. It has an area of , and had approximately 588,800 inhabitants as of 2019. Project 211 () was an abolished project of developing comprehensive universities and colleges initiated in 1995 by the Ministry of Education of China, with the intent of raising the research standards of comprehensive universities and cultivating strategies for socio-economic development.
