Obdulio Barthe ( Encarnación; September 5, 1903 – Buenos Aires; 1981) was a Paraguayan Communist and syndicalist politician. Encarnación, Paraguay
Encarnación () is a district and the capital city of Itapúa Department in Paraguay, located at the south-east of the department, on the right-hand (western) shore of the Paraná River, opposite Posadas, Argentina. The city has an area of 274 km2 and a population of 93,497 (2002 Census), and the Greater Encarnacion area has a population of over 220,000 according to a 2020 estimate. Paraguayan Communist Party
Paraguayan Communist Party (in Spanish: ''Partido Comunista Paraguayo'') is a communist political party in Paraguay. PCP was founded on February 19, 1928. Later it was recognized as a section of the Communist International. It was brutally suppressed during the military regimes of the country. It gained legality for a brief period in 1936 and then again in 1946-1947. After the fall of the Alfredo Stroessner regime the party re-emerged as a legal party. Overview After the Cuban Revolution the PCP began armed struggle. Its armed wing was the United National Liberation Front (FULNA). It was defeated in 1963. Syndicalism is a revolutionary current within the left-wing of the labor movement that seeks to unionize workers according to industry and advance their demands through strikes with the eventual goal of gaining control over the means of production and the economy at large. Developed in French labor unions during the late 19th century, syndicalist movements were most predominant amongst the socialist movement during the interwar period which preceded the outbreak of World War II. Anarchism in Paraguay has held influence among the urban and rural working classes since the end of the 19th century. Its main figure was the writer and journalist Rafael Barrett. Beginnings The anarchists were active in the graphic, railway and baker's unions as early as 1889, organizing the fight for the 8-hour workday. On March 1 of that year, the railway workers declared a strike of significant proportions, other guilds soon followed. On May 21, 1892, the first libertarian manifesto was published, edited by the group "Los Hijos del Chaco": they declared themselves anarcho-communist and intended to abolish private property, the clergy, the State and the armed forces. At the same time, several libertarian unions were organized, particularly among carpenters. In 1900, the Italian anarchist Pietro Gori, temporarily based in Argentina, drafted the statute of the bricklayers union. History Of Paraguay
The history of Paraguay begins with the interaction between the early Spanish colonists and the indigenous people. The agricultural Guaraní lived in eastern Paraguay and neighboring countries and the nomadic Guaycuruan tribes lived in western Paraguay. The first Spanish explorers reached Paraguay in 1524. As Paraguay lacked mineral wealth and was isolated and land-locked, it was relatively unimportant to the Spanish. The small number of Spanish men resident in Paraguay intermarried with native women, resulting in a mestizo population. Most of the Guaraní (often called "Indians" or "Indios" in older documents) adopted the Roman Catholic religion of the Spaniards, but continued to speak the Guaraní language which along with Spanish is spoken by most people in Paraguay. In the 17th and 18th century the Jesuits established missions among the Guaraní which were called reductions.
