Norwegian Parliamentary Ombud
The Norwegian Parliamentary Ombud (), formerly the Norwegian Parliamentary Ombudsman (), is the ombudsman appointed by the Norwegian Parliament to safeguard the rights of individual citizens in their dealings with all levels of the public administration. The function was proposed by the Ministry of Justice and Police in 1961, approved by the Norwegian Parliament the same year, and the function created effective January 1, 1962. The function and scope is regulated in the Act relating to the Parliamentary Ombud for Public Administration. An ombudsman (, also ,), ombud, ombuds, ombudswoman, ombudsperson or public advocate is an official who is usually appointed by the government or by parliament (usually with a significant degree of independence) to investigate complaints and attempt to resolve them, usually through recommendations (binding or not) or mediation. Ombudsmen sometimes also aim to identify systemic issues leading to poor service or breaches of people's rights. At the national level, most ombudsmen have a wide mandate to deal with the entire public sector, and sometimes also elements of the private sector (for example, contracted service providers). The Storting ( no, Stortinget ) (lit. the Great Thing) is the supreme legislature of Norway, established in 1814 by the Constitution of Norway. It is located in Oslo. The unicameral parliament has 169 members and is elected every four years based on party-list proportional representation in nineteen multi-seat constituencies. A member of Stortinget is known in Norwegian as a ''stortingsrepresentant'', literally "Storting representative". The assembly is led by a president and, since 2009, five vice presidents: the presidium. The members are allocated to twelve standing committees as well as four procedural committees. Andreas Schei
Andreas Olai Schei (7 October 1902 – 25 December 1989) was a Norwegian jurist and civil servant. He was born in Førde as the son of Per Schei (1872–1960) and Johanne Schei (1874–1963). He was a younger brother of Nikolai Schei. In 1936 he married Karin Randi Bache-Wiig (1910–1996). He is the father of Chief Justice Tore Schei. After spending time in France he enrolled in law studies and took the cand.jur. degree in 1926. He was a deputy judge from 1926 to 1929 and a secretary in the Ministry of Justice and the Police from 1929 to 1939. In 1939 he was hired in the Ministry of Provisioning, and from 1941 to 1942 he was an acting deputy under-secretary of state in the Ministry of Trade. Then, after three years in the company Norsk Brændselolje, he was appointed as deputy under-secretary of state in the Ministry of Justice in 1945. In 1946 he was appointed as a Supreme Court Justice. Erling Sandene
Erling Sandene (7 April 1921 – 5 March 2015) was a Norwegian judge and civil servant. Early and family life He was born in Bærum, a son of Jensine Sæther (1887–1981) and her schoolteacher husband Johan Sandene (1885–1945). Sandene married Erna Harbitz Torstenson in 1949 and they remained married until her death in 1986. He enrolled as a student in 1940, and graduated as cand.jur. in 1943 after only three years. He was also involved in the Norwegian resistance movement. Career In 1945 Sandene began his legal career as a deputy judge in Eidsvoll, where he helped handle the postwar legal purge. In 1946 Sandene began working in the Ministry of Justice and the Police. He was promoted to deputy under-secretary of state in 1962. Audvar Os (8 September 1920 – 25 June 2014) was a Norwegian barrister and civil servant. He was born in Oslo. He served as assistant secretary in the Ministry of Justice and the Police from 1956 to 1961, and then worked as a lawyer. From 1963 he had access to Supreme Court cases. Aage Thor Falkanger (born 18 February 1965) is a Norwegian judge and legal scholar. He was born in Oslo, and took the cand.jur. degree in 1990. He was a research fellow at the University of Tromsø from 1995 to 1999, and took the dr.juris degree in 1999. He was a presiding judge in Hålogaland Court of Appeal from 1999 to 2007, professor of law at the University of Tromsø from 2007 to 2010 and an acting Supreme Court Justice in 2007 and 2009.
