Noel Cringle
Noel Quayle Cringle Order of the British Empire, OBE (16 December 1937 – 28 August 2021) was President of Tynwald, the legislature of the Isle of Man, from 2000 to 2011. Cringle was born and raised in Ballabeg, educated at Castle Rushen High School and became a farmer and later an auctioneer (Central Marts Limited). Married to Mary, with two sons. He was an Arbory Parish Commissioner from 1964 to 1974. He was first elected a House of Keys, Member of the House of Keys in 1974 as a member for Rushen (constituency), Rushen. He lost his seat in 1986, whilst Chairman of the Home Affairs Board, but regained it in 1991, continuing as a Member for Rushen until 2000. From 1996 to 2000 he was Speaker of the House of Keys. From 2000 to 2011 he was President of Tynwald, and thus a member of the Legislative Council of the Isle of Man, Legislative Council. President Of Tynwald
The President of Tynwald (''Eaghtyrane Tinvaal'') is the presiding officer at the sittings of Tynwald Court in Douglas and is elected by the members of Tynwald from amongst their number. The first elected President, Charles Kerruish, was elected in 1990 and held office until his retirement in 2000. The presiding officer remains impartial but has, in the case of a tied vote in the Legislative Council on a division, has a casting vote. The President authorises the Order Paper for sittings, is responsible for controlling the procedure of Tynwald Court and for the authoritative interpretation of its Standing Orders. This is mostly mirrored in the office of the Speaker of the House of Keys. Prior to 1990, the post was held ''ex officio'' by the Lieutenant Governor. Executive Council Of The Isle Of Man
The Executive Council is the former title of the Council of Ministers of the Isle of Man, Council of Ministers, the principal executive body of the Isle of Man Government. Its chairman was the Lieutenant Governor of the Isle of Man, Lieutenant Governor until 1980, when he was replaced by a Chairman of the Executive Council, Chairman elected by Tynwald. The Chairman was renamed ''Chief Minister of the Isle of Man, Chief Minister'' in 1986, and the council was renamed ''Council of Ministers of the Isle of Man, Council of Ministers'' in 1990. Tynwald
Tynwald ( gv, Tinvaal), or more formally, the High Court of Tynwald ( gv, Ard-whaiyl Tinvaal) or Tynwald Court, is the legislature of the Isle of Man. It consists of two chambers, known as the branches of Tynwald: the directly elected House of Keys and the indirectly chosen Legislative Council. When the two chambers sit together, they become "Tynwald Court". The chambers sit jointly, on Tynwald Day at St John's for largely ceremonial purposes, and usually once a month in the Legislative Buildings in Douglas. Otherwise, the two chambers sit separately, with the House of Keys originating most legislation, and the Legislative Council acting as a revising chamber. The Department of Education, Sport and Culture (''Rheynn Ynsee Spoyrt as Cultoor'') is a department of the Isle of Man Government. The department was formerly the Department of Education and Children and was renamed as the Department of Education, Sport and Culture under Statutory Document No. 2017/0325 with effect from November 2017. Civil Service Commission
A civil service commission is a government agency that is constituted by legislature to regulate the employment and working conditions of civil servants, oversee hiring and promotions, and promote the values of the public service. Its role is roughly analogous to that of the human resources department in corporations. Civil service commissions are often independent from elected politicians. In Fiji for example, the PSC reviews government statutory powers to ensure efficiency and effectiveness in meeting public sector management objectives. It also acts as the human relations department, or central personnel authority, for the citizens' interactions with the government.
