Neil Garrett
Neil David Garrett (born 20 September 1975) worked as a British television producer and director. Garrett began his career in television in 1999, and became a producer for ITV News in 2003. In August 2005, he secured the leak into the investigation of the death of Jean Charles de Menezes. His dossier revealed crucial facts of the case, and police forensic photographs which proved that De Menezes had not jumped the ticket barrier, was not acting or dressed suspiciously. The shooting was the culmination of a catalogue of police surveillance and operational failings which had led to De Menezes death. This scoop earned ITV News nominations for awards from the British Academy of Film and Television Arts and the Royal Television Society. Jean Charles da Silva e de Menezes (; 7 January 1978 – 22 July 2005) was a Brazilian man killed by officers of the London Metropolitan Police Service at Stockwell station on the London Underground, after he was wrongly deemed to be one of the fugitives involved in the previous day's failed bombing attempts. These events took place two weeks after the London bombings of 7 July 2005, in which 52 people were killed. The Independent Police Complaints Commission (IPCC) initiated two investigations. Stockwell 1, the findings of which were initially kept secret, concluded that none of the officers would face disciplinary charges. Stockwell 2 strongly criticised the police command structure and communications to the public. The Royal Television Society (RTS) is a British-based educational charity for the discussion, and analysis of television in all its forms, past, present, and future. It is the oldest television society in the world. It currently has fourteen regional and national centres in the UK, as well as a branch in the Republic of Ireland. The Independent Police Complaints Commission (IPCC) was a non-departmental public body in England and Wales responsible for overseeing the system for handling complaints made against police forces in England and Wales. On 8 January 2018, the IPCC was replaced by the Independent Office for Police Conduct. Creation The IPCC was formally founded in 2003, replacing the Police Complaints Authority (PCA).
