Civilians under international humanitarian law are "persons who are not members of the armed forces" and they are not "combatants if they carry arms openly and respect the laws and customs of war". Nebbi District is a district in Northern Uganda. It is named after its main municipal, commercial and administrative centre, Nebbi, the location of the district headquarters. Gulu
Gulu is a city in the Northern Region of Uganda. It is the commercial and administrative centre of Gulu District. The coordinates of the city of Gulu are 2°46'54.0"N 32°17'57.0"E. Entebbe International Airport
Entebbe International Airport is the only international airport in Uganda. It is located about southwest of the town of Entebbe, on the northern shores of Lake Victoria. This is approximately by road south-west of the central business district of Kampala, the capital city of Uganda. The headquarters of the Civil Aviation Authority of Uganda have been relocated to a new block off the airport highway (Entebbe–Kampala Expressway and Tunnel Road), but adjacent to the airport terminals.
