Jastar Ruhy (), previously known as Jas Otan until 2022 () is a youth wing of the ruling AMANAT (political party), AMANAT party. The youth organisation was originally formed at the 1st Jas Otan Congress in Astana on 14 May 2008. The Jastar Ruhy encompasses its branches across all Kazakhstan's regions, including the cities of Astana, Almaty, and Shymkent, as well as branches in districts and cities. The Jastar Ruhy central council includes deputies from the lower chamber Mäjilis and Mäslihat, mäslihats (local assemblies) of all levels, leaders of youth NGOs, young athletes and cultural figures. As of 2012, the number of youth organization's members is approximately more than 200,000. Astana, previously known as Akmolinsk, Tselinograd, Akmola, and most recently Nur-Sultan, is the capital city of Kazakhstan. Kostanay ( kz, Қостанай, Qostanai ) is a city located on the Tobol River in northern Kazakhstan. It was known as Nikolayevsk (russian: Николаевск) until 1895 and then as Kustanay (russian: Кустанай) until 1997. Kostanay is the administrative center of the Kostanay Region. Erlan Tynymbaiuly Karin ( kz, Ерлан Тынымбайұлы Қарин; born on 26 May 1976 in Aksukent, Sayram District) is a Kazakh politician who is the current State Counsellor of Kazakhstan. He was born on May 26, 1976, in the village of Aksukent, and comes from the Adai clan of the Bayuly. In 1997, he graduated from the Faculty of History of Aktobe State University and in 1999 from Al-Farabi Kazakh National University. From 1996-1998, he worked as a teacher of history and geography at a secondary school in Aktobe. On April 5, 2019, he was appointed Advisor to the President, later being promoted to assistant the following year.
