The Northwest Soviet Federation (Chinese: 西北苏维埃联邦), or as the Northwestern Federation of the Chinese Soviet Republic (Chinese: 中华苏维埃共和国西北联邦), was a confederation of two ethnic minority governments established on May 30, 1935, including the and the Tibetan People's Republic. History In early 1935, the 4th frontal division of the Chinese Red Army carried out a campaign which sought to break the Sichuan clique's "Tumen Blockade" and emerged victorious, entering into Mao County. Zhang Guotao, commander of the division, organized a meeting with the senior cadres of the division to establish a "Northwest Federation" and a "Northwest Special Committee" in Maoxian. The Chinese Civil War was fought between the Kuomintang-led government of the Republic of China and forces of the Chinese Communist Party, continuing intermittently since 1 August 1927 until 7 December 1949 with a Communist victory on mainland China. The Chinese Soviet Republic (CSR) was an East Asian proto-state in China, proclaimed on 7 November 1931 by Chinese communist leaders Mao Zedong and Zhu De in the early stages of the Chinese Civil War. The discontiguous territories of the CSR included 18 provinces and 4 counties under the communists' control. The CSR's government was located in its largest component territory, the Jiangxi–Fujian Soviet (alternatively romanised as the Kiangsi–Fukien Soviet). The Communist International (Comintern), also known as the Third International, was a Soviet-controlled international organization founded in 1919 that advocated world communism. Xikang
Xikang (also Sikang or Hsikang) was a nominal province formed by the Republic of China in 1939 on the initiative of prominent Sichuan warlord Liu Wenhui and continued by the early People's Republic of China. Thei idea was to form a single unified province for the entire Kham region under direct Chinese administration, in effect annexing the western Kham region that was then under Tibetan control. Kham was entirely populated by Tibetan people called Khampas. The then independent Tibet controlled the portion of Kham west of the Upper Yangtze River. The nominal Xikang province also included in the south the Assam Himalayan region (Arunachal Pradesh) that Tibet had recognised as a part of British India by the 1914 McMahon Line agreement.
