Grant named zoologist Spencer Fullerton Baird, United States National Museum director and assistant secretary of the Smithsonian Institution, the first commissioner of the United States Fish Commission. Fisheries Observer
A fisheries observer is an independent specialist who serves on board commercial fishing vessels, or in fish processing plants and other platforms, and is employed by a fisheries observer program, either directly by a government agency or by a third party contractor. Observers spend anywhere from 1 day to 3 months out at sea before returning to be “debriefed”. A debriefing consists of reviewing any unusual occurrences or observations, violations observed, and any safety problems or other hardships they endured during the trip. These data are then integrated into the regional agency’s database used to monitor fish quotas. Observers are usually the only independent data collection source for some types of at-sea information, such as bycatch, catch composition, and gear configuration data. Independent data collection in this context refers to data that is not potentially biased by the fishermen. Creel surveys, trip reports, and other data obtained directly from fishermen c ...

Maximum Sustainable Yield
In population ecology and economics, maximum sustainable yield (MSY) is theoretically, the largest yield (or catch) that can be taken from a species' stock over an indefinite period. Fundamental to the notion of sustainable harvest, the concept of MSY aims to maintain the population size at the point of maximum growth rate by harvesting the individuals that would normally be added to the population, allowing the population to continue to be productive indefinitely. Under the assumption of logistic growth, resource limitation does not constrain individuals' reproductive rates when populations are small, but because there are few individuals, the overall yield is small. At intermediate population densities, also represented by half the carrying capacity, individuals are able to breed to their maximum rate. At this point, called the maximum sustainable yield, there is a surplus of individuals that can be harvested because growth of the population is at its maximum point due to the la ...

Stock Assessment
Stock assessments provide fisheries managers with the information that is used in the regulation of a fish stock. Biological and fisheries data are collected in a stock assessment. A wide array of biological data may be collected for an assessment. These include details on the age structure of the stock, age at first spawning, fecundity, ratio of males to females in the stock, natural mortality (M), fishing mortality (F), growth rate of the fish, spawning behavior, critical habitats, migratory habits, food preferences, and an estimate of either the total population or total biomass of the stock. The following data regarding fisheries activities is collected: the kinds of fisherman in the fishery, commercial versus recreational, and the gear that is used ( longline, rod and reel, nets, etc.), pounds of fish caught by each type of fisherman, the fishing effort each kind of fisherman expends, the age structure of the fish harvested by each group of fisherman, the ratio of m ...

Environmental Science Services Administration
The Environmental Science Services Administration (ESSA) was a United States Federal executive agency created in 1965 as part of a reorganization of the United States Department of Commerce. Its mission was to unify and oversee the meteorological, climatological, hydrographic, and geodetic operations of the United States. It operated until 1970, when it was replaced by the new National Oceanic and Atmospheric Administration (NOAA). The first U.S. Government organization with the word "environment" in its title, ESSA was the first such organization chartered to study the global natural environment as whole, bringing together the study of the oceans with that of both the lower atmosphere and the ionosphere. This allowed the U.S. Government for the first time to take a comprehensive approach to studying the oceans and the atmosphere, also bringing together various technologies – ships, aircraft, satellites, radar, and communications systems – that could operate together in gat ...
