North Korea–Philippines relations relates to the bilateral relations between North Korea and the Philippines. The Philippines has a non-resident ambassador in Beijing and North Korea has representation through its embassy in Bangkok and resident embassy in Hanoi. Efforts to establish formal ties between the two countries began as early as the 1970s, but such efforts saw no significant development by the 1980s. Bilateralism is the conduct of political, economic, or cultural relations between two sovereign states. It is in contrast to unilateralism or multilateralism, which is activity by a single state or jointly by multiple states, respectively. 2017 North Korean Missile Tests
Throughout 2017, 17 missile tests were conducted by North Korea. These tests ranged in success, and included first tests of the DPRK's new missile, the Hwasong-12, which was the most-tested missile type over the course of the year. 2017's missile tests are especially notable due to the several instances of North Korean missiles passing over Japan, provoking a response from the Japanese government, as well as the test of an ICBM, the range of which prompted an Emergency Debate of the UN Security Council. United Nations Security Council Resolution 2371
The United Nations Security Council unanimously adopted Resolution 2371 on August 5, 2017, with approval of all the five permanent members and the ten non-permanent members in response to North Korea’s July 2017 missile tests. The resolution tightened economic sanctions for the 6th time, since they were first imposed in 2006, when North Korea had its first nuclear test. The new restrictions ban purchases of North Korean coal, iron, lead and seafood (the country’s main exports). According to some estimates, this will deprive the regime of $1 billion a year—a third of its foreign earnings. North Korean Defectors
Since the division of Korea after the end of World War II, North Koreans have fled from the country in spite of legal punishment for political, ideological, religious, economic, moral, personal, or nutritional reasons. Such North Koreans are referred to as North Korean defectors by the North Korean regime. Alternative terms in South Korea, where the defectors often end up, include "northern refugees" ( ko, 탈북자, ''talbukja'' or , ''talbukmin'') and "new settlers" (, ''saeteomin'').
